Who orchestrated this vast complex array of sophisticated military machinery-ships, submarines, missiles, armor, and soldiers-all needing fuel, ammunition and water? The answer is the much-maligned civil and military leaders of the American defense establishment, working in concert with the most advanced defense-based corporations in the world. While there were those anxious to parade the iniquities of a two-billion dollar bomber, most often failed to appreciated the genius required to conceive of, much less create a system which can use a satellite to send signals to a B-1B to program a precision guided missile to take out a Soviet T-72 tank parked in a mosque-without damaging the mosque! Admittedly, there were lapses in the Iraqi war, such as the looting of museums by members of the Ba'ath party just a day after many had declared Baghdad liberated and the raids on hospitals, another problem that could have easily been remedied by a show of U.S. presence and force. And there were technological complications as well, including the aching misfortune of death by friendly fire. The author deals with these shortcomings in a straightforward manner. Operation Iraqi Freedom: What Went Right and Why; What Went Wrong and Why gives intimate insight into the way in which the armed services, particularly the United States Air Force, managed to overcome genuine budgetary, political, and military difficulties to create the finest military force in the world, one that operated with the most extreme care to avoid collateral damage and to prevent loss of life. To prevent the collapse of the nascent Iraqi government, in early 2007 President George W. Bush ordered the deployment of five additional U.S. Army brigades. This surge campaign sought to protect the Iraqi population, degrade enemy capabilities, and restore stability. Aided by Iraqi governmental and tribal forces, American efforts significantly reduced violence and it appeared that the country was finally on the road to recovery by the fall of 2008. Given the improved conditions, the Bush and Maliki administrations began transitioning security responsibilities to the Iraqi Security Forces (ISF). The United States and Iraq signed a Status of Forces Agreement (SOFA), which called for all U.S. forces to depart the country no later than 31 December 2011. The U.S. Army shifted from combat to stability operations by focusing on advising and assisting the ISF. To mark this transition, Operation IRAQI FREEDOM gave way to Operation NEW DAWN in September 2010. The progress of the ISF and security in Iraq remained uneven, however, and the American and Iraqi governments struggled to negotiate the terms of a new SOFA that would allow for the continued presence of U.S. forces. Uncertainty over whether they would reach an agreement complicated the advisory mission. U.S. Army units trained their ISF counterparts while carrying out drawdown tasks, including handing American equipment and bases over to the Iraqis. With Washington and Baghdad leadership at an impasse, in October 2011 President Barack H. Obama ordered the withdrawal of American forces. The U.S. Army departed Iraq by mid-December, leaving behind only a small contingent of personnel housed at the U.S. embassy in Baghdad. After eight years of war, the Iraqis were on their own"--

Whereas Operation Desert Storm had been launched with the hope that a new world order might emerge, Operation Iraqi Freedom signified the return of an imperial America unilaterally resorting to preventive warfare representative of a Hobbesian conception of international politics. Why did the promise of a privileged resort to peaceful inter-state conflict resolution implied during the first Gulf War give way to the explicit triumph of the 'might-is-right' principle during the second Gulf War? Is the shift in America's foreign behaviour but a mere parenthesis or potentially the first stage of a long term process likely to undermine the currently prevailing Lockean anarchy?
