Book excerpt: From the warmer climate of the Mediterranean to the frozen wastes of Norway’s Arctic islands, the Combined Operations organization was a persistent thorn in the side of Hitler’s Third Reich. From mounting attacks against enemy-held coastlines with small teams of less than a dozen men, through to huge expeditions involving thousands of troops and other personnel, the headquarters of Combined Operations oversaw a wide variety of amphibious operations, all undertaken with the sole aim of tying down the Führer’s forces. The raids, both big and small, were mounted as frequently as possible against anywhere boats could reach, keeping the Axis forces constantly on guard. The effects of the early Combined Operations far outweighed the resources committed to the raids, with an extra 30,000 German troops being sent to garrison Norway following the Commando raids, the largest of which included only around 500 men. The Combined Operations organization grew as the war progressed, and it was instrumental in the planning and training of troops and the provision of landing craft for the amphibious assaults which saw the capture of French North Africa, Operation Torch, and the invasion of Sicily, Operation Husky. Its culminating glory came in the summer of 1944, when the largest amphibious operation in history saw a quarter of a million men shipped across the English Channel to the beaches of Normandy on D-Day and its aftermath. Combined Operations is an official history that explores the full story of how the body was set up, its structure, and how it put together the hugely complex tri-service operations. Also detailed is how its headquarters staff operated, and how the planning section functioned – in 1942, for example, the planners envisaged one raid every month, which culminated in the disastrous Dieppe raid in August of that year. At the beginning of 1942, the prospect of Germany’s Tirpitz, the heaviest battleship ever built by a European navy, patrolling the Atlantic posed a huge threat to the convoys that were the lifeline for Britain. Bombing raids to destroy the ship failed. A more radical plan was conceived to destroy the dry-dock facility at St Nazaire on the French Atlantic coast. Without the use of the only suitable base for the ship, the threat would be neutralized. The plan was to ram the entrance gates with a ship packed with explosives on a delayed fuse. A motorboat armed with torpedoes would fire at the inner gate causing further damage to submarine pens. The troops and crew would then destroy as many dockyard targets as they could and withdraw in fast motor launches that had followed them in. All this was to be achieved under cover of an air raid. HMS Campbeltown, a U.S. lend-lease destroyer, was chosen for the task. On the night of March 27, the raid commenced. The Campbeltown succeeded in lodging its bows in the outer gates. The fuses detonated the explosives in its hold the following day. The dock gates were destroyed. The cost to the Allies was high, but the Tirpitz was never able to leave Norwegian waters. New information obtained from the declassification of Ultra intercepts and other Second World War documents as well as from recent scholarly research has credited Allied deception operations with an even more important contribution to winning the war than was previously supposed. Yet deception is only one factor in the achievement of victory; it cannot guarantee success. It must be fully understood and exploited by the highest levels of command. Most histories of deception operations during the Second World War have focused on those that were successful. Instances in which deception operations failed to achieve their objectives are discussed by John Campbell, who describes an early attempt to convince the Germans that the Allies intended to invade at Pas de Calais in the summer of 1943, and by Katherine Herbig, who gives the first detailed description of US deception operations in the Pacific. Klaus-Jurgen Moiier questions the actual effectiveness of deception operations against the Germans. He argues that many successes attributed to the Allies' use of deception were in fact achieved by independent considerations on the German side. Professor Moiier builds a particularly strong case in challenging the success of Operation Fortitude North, in which the Allies tried to divert German troops to Norway before invading Normandy. Although very little is known of Soviet deception operations on the Eastern Front, it must be remembered that they were conducted on a much larger scale than those of either the British in Europe or the Americans in the Pacific. Colonel David Glantz's account of Soviet deception and covert activities offers a version of the historiography of the war between the USSR and Germany which may explain some of the monumental German failures. Tom Cubbage not only contributes a synthesis of the primary and secondary sources available on the deception operations preceding Overlord, but also reviews the so-called Hesketh Report - Fortitude: A History of Strategic Deception in North Western Europe April 1943 to May 1945, Colonel Roger Hesketh's official report on Allied deception operations against the Germans in north-west Europe which was declassified in 1976, yet remains unpublished. It indicates that Professor Muller's suspicions that the Allies over-estimated the impact of Fortitude are unfounded. Edited and with a comprehensive introduction by Michael Handel, these important and original studies put the entire deception effort during the Second World War into a more balanced and accurate perspective.
