It is hoped that this book will provide a resource to academics and practitioners who seek to develop methods and applications that bridge the divide between traditional OR/MS rooted in mathematical models and newer streams in 'soft OR' that emphasize problem structuring methods, critical approaches to OR/MS and community engagement and capacity-building.

This paper was written in response to HPGA's request for advice on the potential role of Operations Research (OR) and analysis in such a framework. A broad interpretation of OR is proposed that includes qualitative analysis of problems that are not amenable to the quantitative methods with which OR is more traditionally associated. Cultural and ownership issues that must be addressed if OR is to be successfully incorporated into Defence's decision-making processes are discussed. It is argued that OR and analysis should be conducted with a decision perspective, and that analysis should be embedded in all aspects of a strategic planning framework. Working definitions of terms and concepts are presented to provide a common lexicon for those involved in the development of long-range planning.

Based on recommendations from a 2004 National Academies report, the AYK Sustainable Salmon Initiative (SSI) developed a research and restoration plan to help understand the reasons for this decline and to help support sustainable management in the region. This report reviews the draft plan, recommending some clarification, shortening, and other improvements, with a better focus on the relationship between the underlying intellectual model and the research questions, and a clearer discussion of local and traditional knowledge and capacity building.

However, the positive examples where SCM has been successfully utilised and diminished the lingering issues in construction is scarce. The question is why. Previous studies have stressed the importance of planning both the construction project as such but also the supply chain and the logistics. As an important part of SCM, supply chain planning (SCP) focuses on planning different aspects of the supply chain through involving different members of the supply chain in the planning process. SCP in construction is scarce as the planning of the logistics in general. Failing to plan the supply chain, involving supply chain members in the planning, and integrating the processes of planning the supply chains and the construction project can be one reason for the low numbers of successful SCM adoption in construction. In improving the SCP in construction, this thesis develops a SCP framework for construction that involves the main contractor, subcontractors, and suppliers. The aim is to improve SCP, collaboration, and eliminate many of the common problems in construction through a SCM and SCP perspective. The developed framework is based on an existing planning framework for sales and operations planning. This framework is generic and synthesises planning in general. It consists of identifying/developing: outcomes, input, organisation, process, key performance measurements, and IT-tools. It is thus necessary to investigate what these aspects means in a construction context. Four research objects will be fulfilled: Objective 1. Mathematical programming, control theory, simulation, genetic algorithms, tabu search, and simulated annealing are applied as solutiton techniques.

It attracted academians and practitioners working in various field of Opera tions Research and provided them with the most recent advances in Opera tions Research and related areas in Economics, Mathematics, and Computer Science. The program consisted of 4 plenary and 13 semi-plenary talks and more than 300 contributed papers selected by the program committee to be presented in 17 sections. Due to a limited number of pages available for the proceedings volume, the length of each article as well as the total number of accepted contributions had to be restricted. Submitted manuscripts have therefore been reviewed and 62 of them have been selected for publication. This refereeing procedure has been strongly supported by the section chairmen and we would like to express our gratitude to them.
