What are the relative weights of the economic, political, and social aspects of development? What is the development impact of different responses to terrorism? This volume addresses these crucial questions, synthesizing what we know about the development links with terrorism and pointing out what we do not. Contributors to this volume examine the economic and fiscal costs of terrorism and the response to terrorism. They conclude that the economic costs of terrorism in rich countries are low, relative to the economic costs of combating terrorism; both are likely high in poor countries. They also report evidence on how development affects terrorism. This work supports the hypothesis that political development - political openness and the quality of government - is inversely associated with the emergence of terrorist organizations, but not that poverty per se is directly responsible for terrorism.

Openness denotes the entire process of internationalization and liberalization now underway in the commodity markets, factor markets and financial mar kets. Today there is hardly anational economy or company left which can afIord to ignore international dependencies. In the broadest sense of the word, development encompasses an those dynamic endogenous economic processes which create prosperity and a high standard of living via inno vation and structural change. Modem economic research has shown that both of these fields of economic causalities - which are themselves afIected by a wide variety of interdependencies - detennine the economic destiny of the national economies and of their actors in the industrial, newly industrializing, transitional and developing countries. The present volume focuses on the significance of these two key words while conveying, at the same time, an impression of the broad spectrum of related issues. It contains papers written by economists working at uni versities and research institutes as well as papers submitted by "economic practitioners"; the latter, in particular, provide valuable insights on current issues by taking account of theoretical and practical considerations. Book excerpt: The global financial crisis triggered a broad reassessment of economic integration policies in developed and developing countries worldwide. The crisis-induced collapse in trade was the sharpest ever since World War II, affecting all countries and all product categories. A huge shock to the trading system, combined with severe macroeconomic instability, makes it natural for policymakers to call into question the basic underlying assumptions of trade liberalization and openness. In particular, outward-oriented or export-led growth strategies are being reassessed as openness is increasingly associated with greater volatility. However, it is crucial not to lose sight of the dynamic benefits that openness can offer. Examples include technology transfer, increased competitive pressure that reduces markups and improves efficiency, and economies of scale. The real question is how to manage outward-oriented strategies so as to maximize the benefits of openness while minimizing risks. This book aims to contribute to this important and ongoing policy debate, bringing together recent empirical work on the trade collapse, its causes and consequences, and the broader trade policy agenda in the post-crisis environment. It addresses critical policy issues revolving around the topic of outward-oriented growth strategy, including policy instruments that help manage risks associated with outward-orientation, lessons learned from the crisis for particular countries and regions, and how emerging trade policy issues such as climate change, commodities, global production networking, and migration affect the prospects for recovery and outward-oriented growth.

Dhaka, the economic powerhouse of the country, stands on the cusp of a dramatic transformation that could make it much more prosperous and livable. Today, Dhaka is prone to flooding, congestion, and messiness, to a point that is clogging its growth. But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.

Like so many fundamental questions about human existence, these issues all relate to behavioural development. In this lucid and accessible book, eminent biologist Professor Sir Patrick Bateson suggests that the nature/nurture dichotomy we often use to think about questions of development in both humans and animals is misleading. Instead, he argues that we should pay attention to whole systems, rather than to simple causes, when trying to understand the complexity of development. In his wide-ranging approach Bateson discusses why so much behaviour appears to be well-designed. He explores issues such as ‘imprinting’ and its importance to the attachment of offspring to their parents; the mutual benefits that characterise communication between parent and offspring; the importance of play in learning how to choose and control the optimal conditions in which to thrive; and the vital function of adaptability in the interplay between development and evolution. Bateson disputes the idea that a simple link can be found between genetics and behaviour. What an individual human or animal does in its life depends on the reciprocal nature of its relationships with the world about it. This knowledge also points to ways in which an animal’s own behaviour can provide the variation that influences the subsequent course of evolution. This has relevance not only for our scientific approaches to the systems of development and evolution, but also on how humans change institutional rules that have become dysfunctional, or design public health measures when mismatches occur between themselves and their environments. It affects how we think about ourselves and our own capacity for change.
