But while much attention is focused on where, post-Cancun, any new international negotiations under the auspices of the WTO may go, there are other developments of potentially equal importance. The United States, in particular, is prioritizing new regional trade agreements. This book focuses on the most ambitious of these negotiations -- the Free Trade Area of the Americas Agreement, which is due to be completed in 2005. This US initiative aims to replicate the NAFTA Agreement (which has bound the US, Canada and Mexico into a free trade area since 1994) across all 34 countries of South and North America (bar Cuba). This huge continental market is to be built around US-defined notions of free trade and protection of foreign investment, but will exclude the free movement of labour. This volume explains the origins and process of the negotiations -- both the complicated multilateral discussions and the bilateral agreements that have already been drafted. It explains in detail: * US strategy. * The structures and procedures of the Agreement. * The possible consequences for South America, including: Mercosur; Brazil, as Latin America's largest economy; and the region's many small economies, which cannot possibly compete on a level playing field with the US behemoth. * The wider implications of the FTAA for the global trading system, in particular for China, Japan and the EU. North American policy responses to global climate change are complex and sometimes contradictory and reach across multiple levels of government. For example, the U.S. federal government rejected the Kyoto Protocol and mandatory greenhouse gas (GHG) restrictions, but California developed some of the world's most comprehensive climate change law and regulation; Canada's federal government ratified the Kyoto Protocol, but Canadian GHG emissions increased even faster than those of the United States; and Mexico's state-owned oil company addressed climate change issues in the 1990s, in stark contrast to leading U.S. and Canadian energy firms. This book is the first to examine and compare political action for climate change across North America, at levels ranging from continental to municipal, in locations ranging from Mexico to Toronto to Portland, Maine. Changing Climates in North American Politics investigates new or emerging institutions, policies, and practices in North American climate governance; the roles played by public, private, and civil society actors; the diffusion of policy across different jurisdictions; and the effectiveness of multilevel North American climate change governance. This study provides a complete analysis of the related challenges in the ongoing WTO Doha Negotiations to remedy this state of affairs. It elaborates on the required measures in the multilateral negotiations to achieve market access for digital content and examines the obstacles that lie on the path to reach consensus between the United States and the European Communities. Negotiation parameters analysed include the current US and EC regulatory approach to audiovisual and information society services and the evolution of their applicable trade policy jurisdiction. Finally, this examination takes stock of how the Doha Negotiations and parallel US-driven preferential trade agreement have so far contributed to securing free trade in digital content.
