As familiar as the sight of New Year’s Eve in Times Square or a protest in front of City Hall may be to us, do we understand who controls what happens there? Kristine Miller delves into six of New York’s most important public spaces to trace how design influences their complicated lives. Miller chronicles controversies in the histories of New York locations including Times Square, Trump Tower, the IBM Atrium, and Sony Plaza. The story of each location reveals that public space is not a concrete or fixed reality, but rather a constantly changing situation open to the forces of law, corporations, bureaucracy, and government. The qualities of public spaces we consider essential, including accessibility, public ownership, and ties to democratic life, are, at best, temporary conditions and often completely absent. Design is, in Miller’s view, complicit in regulation of public spaces in New York City to exclude undesirables, restrict activities, and privilege commercial interests, and in this work she shows how design can reactivate public space and public life. It sets out the principles for reforming public services and how they apply to existing policies. It also, crucially, outlines a range of wider ambitions for further consultation. The Government plans to follow five principles for modernising public services: wherever possible choice will be increased; public services should be decentralised to the lowest possible level; public services should be open to a range of providers; ensuring fair access to public services and that public services should be accountable to users and to taxpayers. In applying these principles it is recognised that different public services have different characteristics and the proposals are tailored accordingly. In essence, three different categories of public services are identified: individual services; neighbourhood services; and commissioned services. For individual services the aim is to put power in the hands of the people who use them; for neighbourhood services the aim is to put power in the hands of the elected councils; and for commissioned services, the intention is to open up and, where appropriate, decentralise commissioning to ensure greater quality and diversity.

The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide.
