In education the term ‘quasi-market’ has been used to describe the situation where the market forces introduced into schooling differ in some fundamental respects from classical free markets. This book brings together specially written accounts of developments in the quasi-market in nine countries. The authors were asked to focus on their own particular country and to review policy developments in school choice over the previous five to ten years. In addition they were asked to assess the research evidence on the workings of the quasi-market of schools and, in particular, the effects of such changes on children of different genders and from differing social class and ethnic backgrounds. Book excerpt: The "function" and "notion" of literacy may be considered the keystone, a "filigree" principle underlying the educational, social, and cultural organiza tion of the societies of the twentieth century. It is therefore interesting to try to pinpoint the notion and its implications at the tum of the century by focusing the attention of scholars from various disciplines-sociolinguistics, psychology, psycholinguistics, and pedagogy-on the subject. This is the purpose of this volume, which originated from an inter disciplinary meeting on trends in and problems of research on early literacy through mother tongues and/or second languages, held in Venice under the auspices of the University of Venice, and in particular of the Seminario di Linguistica e di Didattica della Lingue and the Centro Linguistico Interfacolta, and the Municipality of Venice, together with UNESCO and AILA. A first far-reaching question touches on the role assigned to or fulfilled by mass "literacy" in modem society. The concept of literacy considered as a social achievement, an essential component in the process of education to be institutionally prompted and controlled, fluctuates between two opposite poles. A polemic-destructive view considers the notion and the educational "prac tices" connected with it as a potent instrument of social control, a tool for social reproduction and consensus. On the other side, a plurifunctional con structive view considers the acquisition and maintenance of different languages via educational institutions as a concrete possibility for the defense and main tenance of cultural pluralism and identity, be it social, ethnic, or religious.

It analyses the theoretical background to these developments and advocates the utility of thinking of a ‘lean’ form of school leadership that is comparable to the concept of ‘meta-control’. A wide-ranging survey of the empirical research literature on leadership effects includes the presentation of results from earlier meta-analyses as well as a new meta-analysis on some 25 studies carried out between 2005 and 2010. This survey demonstrates that older reviews and meta-analyses were predominantly based on so-called ‘direct effect’ studies, while more recent studies have tried to quantify the indirect effects of leadership, mediated by other school variables. While acknowledging the relatively small total effect of leadership on student outcomes, the study does identify promising intermediary factors which, stimulated by specific leadership behaviours, impact on student performance. The book ends by drawing out wider implications for educational practice and policy, presented under headings such as ‘schools need leadership’, ‘the toolkit of the school leader as a meta-controller’, ‘the special case of turning around failing schools’ and ‘efficiency of school leadership’. In passing, the authors make several suggestions about potentially fruitful next steps in researching the effects of school leadership.
