Book excerpt: Fernandes explores Colombian trade policy from 1977-91, a period of substantial variation in protection across industries, to examine whether increased exposure to foreign competition generates plant-level productivity gains. Using a large panel of manufacturing plants, she finds a strong positive impact of tariff liberalization on consistent productivity estimates, controlling for plant and industry heterogeneity. This result is not driven by the endogeneity of protection nor by plant exit. The impact of tariff liberalization on productivity is stronger for large plants and for plants in less competitive industries. Qualitatively similar results are obtained when using effective rates of protection and import penetration ratios as measures of protection. This paper--a product of Investment Climate, Development Research Group--is part of a larger effort in the group to understand the links between trade and productivity.

Book excerpt: This conference brought together an international group of fisheries economists from academia, business, government, and inter-governmentalagencies, to consider a coordinated project to build an econometric model of the world trade in groundfish. A number of the conference participants had just spent up to six weeks at Memorial University of Newfoundland working and preparing papers on the project. This volume presents the papers that these scholars produced, plus additional papers prepared by other conference participants. In addition, various lectures and discussionswhich were transcribed from tapes made of the proceedings are included. The introductory essay explains the genesis of the conference, describes the approach taken to modelling the groundfish trade, very briefly summarizes the technical papers, and describes future plans. The project is continuing as planned, and a second conference was held in St. John's in August 1990. The conference was a NATO Advanced Research Workshop and we wish to thank the ScientificAffairs Division ofNATO for their financial support. Book excerpt: The global financial crisis has reopened the debate on the potential spillover effects from the financial sector to the real economy. This paper adds to that debate by providing new evidence on the link between finance and firm-level productivity, focusing on the case of Estonia. We contribute to the literature in two important respects: (i) we look explicitly at the role of financial constraints; and (ii) we develop a methodology that corrects for the misspecification problems of previous studies. Our results indicate that young and highly indebted firms tend to be more financially constrained. Overall, a large number of firms shows some degree of financial constraints, with firms in the primary sector being the most constrained. More importantly, we find that financial constraints do not lower productivity for most sectors.
