Book excerpt: Using comparative qualitative methodology, this book examines three Chinese societies, Taiwan, Hong Kong, and Mainland China, as specific cases of democratic, hybrid and authoritarian regimes, presenting the theoretical underpinnings of civic education in contexts other than liberal democracy. It highlights on the concept of ‘good citizens’ in these three regime contexts and explores how these concepts are reflected in civic education and perceived by students in the three societies. The book focuses on three levels of comparison to ensure that all relevant issues can be identified: Level 1: regime “type”; Level 2: curriculum and policy formulations; Level 3: students’ personal experiences. These three levels are linked with each other and form a continuous process of civic education implementation in Taiwan, Hong Kong, and Mainland China.

This book draws on new research on Hindu-Muslim conflict in India to address this important question. Ashutosh Varshney examines three pairs of Indian cities—one city in each pair with a history of communal violence, the other with a history of relative communal harmony—to discern why violence between Hindus and Muslims occurs in some situations but not others. His findings will be of strong interest to scholars, politicians, and policymakers of South Asia, but the implications of his study have theoretical and practical relevance for a broad range of multiethnic societies in other areas of the world as well. The book focuses on the networks of civic engagement that bring Hindu and Muslim urban communities together. Strong associational forms of civic engagement, such as integrated business organizations, trade unions, political parties, and professional associations, are able to control outbreaks of ethnic violence, Varshney shows. Vigorous and communally integrated associational life can serve as an agent of peace by restraining those, including powerful politicians, who would polarize Hindus and Muslims along communal lines.

This finding confirms what advocates of civic engagement have long hypothesized: that strengthening the networks between government and civil society and increasing citizen participation results in better government and better community outcomes. However, citizens concerned about the economic crisis need more than just deliberation or community organizing alone to achieve these outcomes. What they need, according to Peter Levine, is a movement devoted to civic renewal. Book excerpt: In this book, two leading experts on community action provide the first scholarly examination of the civic renewal movement that has emerged in the United States in recent decades. Sirianni Friedland examine civic innovation since the 1960s as social learning in four arenas (community organizing/development, civic environmentalism, community health, and public journalism), and they link local efforts to broader networks and to the development of "public policy for democracy." They also explore the emergence of a movement for civic renewal that builds upon the civic movements in these four arenas. In contrast to some recent studies that stress broad indicators of civic decline, this study analyzes innovation as a long process of social learning within specific institutional and policy domains with complex challenges and cross-currents. It draws upon analytical frameworks of social capital, policy learning, organizational learning, regulatory culture, democratic theory, and social movement theory. The study is based upon interviews with more than 400 innovative practitioners, as well as extensive field observation, case study, action research, and historical analysis.

Embodying the freedom, equality, and ideals of the Constitution, civic friendship emerges as a necessary condition for genuine justice. Through a critical examination of social and political relationships from ancient times to today, Sibyl Schwarzenbach develops a truly innovative, feminist theory of the democratic state. Beginning with an analysis of Aristotle's notion of political friendship, Schwarzenbach brings the philosopher's insights to bear on the social and political requirements of the modern state. She elaborates a conception of civic friendship that, with its ethical reproductive praxis, functions differently from male-centered notions of fraternity and, with its female participants, remains fundamentally separate from generalized, male-inflected claims of Marxist solidarity. Schwarzenbach also distinguishes civic friendship from feminist calls for public care, arguing that friendship, unlike care, not only is reciprocal but also seeks to establish and maintain equality. Schwarzenbach concludes with various public institutions-economic, legal, and social-that can promote civic friendship without sacrificing crucial liberties. In fact, women's entrance into the public sphere en masse makes such ideals realistic within a competitive, individualistic society.

In Civic Activism Unleashed, Carnegie scholar Richard Youngs examines the changing shape of contemporary civic activism. This book attempts to answer this question through examining six cases that straddle diverse policy domains. It identifies three explanatory factors, namely, the profile of a policy domain, the structure of societal interest, and the strength of the civil society sector as important in shaping the state s strategy in managing society, hence its propensity to engage. These factors affect the outcome through dynamic interaction between the state and societal actors. The findings outlined in the book show that the development of civic engagement in Hong Kong consists of both society-led and state-led cases. Society-led development brought about a high degree of openness and inclusiveness, whereas state-led civic engagement practices tended to be tactics utilized by the state for appeasing or depoliticizing civil society. Compared with other Asian regimes, the use of transgressive contention as a way to compel the state to engage society is a feature that stands out in the liberal autocratic regime in Hong Kong. "
