'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Moses In June 1991, the Transportation Center at Northwestern University sponsored Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes. The faculty associated with the center were aware that there had been many professional, industrial and government conferences and meetings on the subject. However, they believed that the unique capacity of the Transportation Center to bring together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats), could produce a set of integrated insights and understandings that would go well beyond those of previous conferences. The papers that make up this volume were all delivered at Hazmat Transport '91. From a legislative point of view, they tend to deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTVSA). There were talks and papers presented at the conference that focused on other recent legislation and transportation issues with which HMTUSA does not deal. The conference proceedings volume also had discussions and papers on significant managerial and regulatory issues that could not be included in this volume because of constraints on its size. Therefore, this essay is made up of three parts.

Here, Alan Manning mounts a systematic challenge to the standard model of perfect competition. Monopsony in Motion stands apart by analyzing labor markets from the real-world perspective that employers have significant market (or monopsony) power over their workers. Arguing that this power derives from frictions in the labor market that make it time-consuming and costly for workers to change jobs, Manning re-examines much of labor economics based on this alternative and equally plausible assumption. The book addresses the theoretical implications of monopsony and presents a wealth of empirical evidence. Our understanding of the distribution of wages, unemployment, and human capital can all be improved by recognizing that employers have some monopsony power over their workers. Also considered are policy issues including the minimum wage, equal pay legislation, and caps on working hours. In a monopsonistic labor market, concludes Manning, the "free" market can no longer be sustained as an ideal and labor economists need to be more open-minded in their evaluation of labor market policies. Since then, they have continued meeting either in Budapest or Tokyo. Their collaboration has resulted in numerous publications as well as in this work. Essentially, this book has two origins. First, it originated in previous results, either published or circulated in mimeograph form. Finely sifting their results, the authors constructed a concise reinterpretation of their achievement to date. However, this unifying process led to the second origin. Reconsideration, particularly in this comprehensive approach, generated new results. This was especially true in the analysis of the existence, uniqueness and global stability of the Cournot-Nash equilibrium for oligopoly with multi-product flrms, and for several modilled Cournot and related models. This book should be ideal for graduate students in economics or mathematics. However, as the authors have firmly grounded their ideas in the formal language of mathematics, the student should possess some background in calculus, linear algebra, and ordinary differential and difference equations. Additionally, the book should be useful to researchers in oligopoly and game theory as well as to mathematically oriented economists. The methodology developed for analyzing the existence and stability of oligopoly equilibrium should prove useful also in theoretical analysis of other economic models.
