The catchment is one of the first in South Africa for which a Catchment Mangement Agency (CMA) is planned.

Book excerpt: Water resource development has played a significant role in the expansion of agriculture and industry in the Olifants River Catchment. However, currently water deficit is one of the major constraints hampering development in the catchment; both the mining and agricultural sectors are producing below optimal levels because of their reliance on insufficient supplies. In this study, the Water Evaluation and Planning (WEAP) model was used to evaluate scenarios of historic, current and future water demand in the catchment. For each scenario, the WEAP model was used to simulate demand in five different sectors (rural, urban, mining, commercial forestry and irrigation) over a 70-year period of varying rainfall and hydrology. Levels of assured supply were estimated for each sector and the economic cost of failing to provide water was predicted. For the future scenarios, the impact of infrastructure development and water conservation measures were assessed. The study illustrates how a relatively simple model can provide useful insight for resource planning and management.

Many developing countries are now experimenting with establishing new institutional arrangements for managing water at the river basin level.This book, based on research by IWMI and others, reviews basin management in six developed and developing countries. It describes and applies a functional theory of river basin management, based on the idea that there is a minimum set of functions required to manage basins effectively and a set of basic conditions that enable effective management institutions to emerge. The book examines the experiences of both developed and developing countries in order to see what lessons can be learned and to identify what constitutes the core of a 'theory of river basin management'. It concludes that although it is difficult for developing countries to adopt approaches and institutional designs directly from developed countries, basic principles and lessons are transferable.

Book excerpt: Water - and its governance - is becoming a global concern partly because it is turning into a goods in short supply, with devastating effects on literally billions of people, but also because it is the "carrier" of global warming; whether through irregular weather patterns or through flooding, water is how global warming will be 'felt'. The lion's share of the globally available fresh water resources is to be found in transboundary systems. In spite of its significance, the generated knowledge on how to deal with transboundary waters is weak and leaves policy makers with seemingly unavoidable, trade-off dilemmas and prioritizations, often with detrimental effects. In order to disentangle this predicament this volume works with one case: the Lower Mekong Basin and covers state-of-the-art academic and practitioners' knowledge and hence appeals to a wide audience. The topic this volume addresses is situated in the nexus of an IR- (International Relations) approach focussing on transboundary politics and its inclination to remain within the sphere of state sovereignty and national interest on the one hand, and Development studies, with its imperatives on participation, planning, and intervention, on the other. The dilemma, we argue, of better understanding transboundary water management lies in how to understand how these two rationalities can be simultaneously nurtured. Audience: This book will be relevant to scholars, as it provides cutting-edge research, and students, since it covers the primary debates in the field, interested in resource management, regional politics, and development issues in the area. Book excerpt: This study aims at improving the hydrological process understanding of the semi-arid and transboundary Incomati river basin to enable better water management. Comprehensive statistical and trend analysis of rainfall and streamflow were conducted, and the Indicators of Hydrological Alteration tool was deployed to describe the streamflow regime and trends over time. Land use and land cover change, particularly the conversion of natural vegetation into forest plantation, the expansion of irrigated agriculture and the flow regulation due to dam operation were identified as critical drivers of flow regime alteration. Hydrograph separation using long-term hydrochemical data at seasonal scale, and hydrochemical and isotope data at event scale were performed to quantify runoff components. A novel methodology to calibrate recursive digital filters using routinely collected water quality data was developed and tested in the catchment. This method allows for estimation of daily baseflow from readily available daily streamflow data. Dominant runoff generation zones were mapped using the Height Above Nearest Drainage approach. The hydrological model STREAM was then employed, informed by the runoff generation zones mapping and the process understanding gained in the catchment, as well as remote sensing data. The study provides the basis for better operational water management in the catchment.

Wetlands play a key role in hydrological and biogeochemical cycles, delivering multiple benefits to society: sources of water supply, flood regulation, water purification, agriculture, fisheries, and biodiversity. Hence, wetland systems are of immense socio-economic as well as ecological importance. In this research, the focus was on the Abras de Mantequilla (AdM) wetland in the tropical coastal region of Ecuador, a RAMSAR site and case study area for the EU-FP7 WETwin project. The research in this thesis involves a combination of field data collection, multivariate analysis techniques, as well as numerical modelling studies. The goal was to explore the effects of changes in hydrological forcing on the hydrodynamic and ecohydraulic responses of the wetland. The study aims to contribute to the understanding of how a tropical river-wetland system functions in terms of hydrodynamics, water quality, primary production, and biotic communities. Spatial patterns of biotic communities and environmental variables are obtained as well as spatio-temporal variability of hydrodynamics, water quality, primary productivity and fish habitat-suitability conditions. In data scarce areas and countries with financial constraints, the combination of field measurements with numerical models was extremely useful and relevant, confirming that these techniques complement each other in obtaining a better understanding of the dynamics of freshwater river–wetland systems. Studies like the present research can be used to enhance awareness about the environmental services of wetlands and stimulate cooperation between all stakeholders in order to achieve more sustainable wetland management.
