As an essential element of a positive safety culture, operators and regulators are increasingly integrating strategies that empower workers to participate in process safety decisions that reduce hazards and improve safety. While the human factors of personal safety have been widely studied and widely adopted in many high-risk industries, process safety â€" the application of engineering, design, and operative practices to address major hazard concerns â€" is less well understood from a human factors perspective, particularly in the offshore oil industry. The National Academies of Sciences, Engineering, and Medicine organized a workshop in January 2018 to explore best practices and lessons learned from other high-risk, high-reliability industries for the benefit of the research community and of citizens, industry practitioners, decision makers, and officials addressing safety in the offshore oil industry. This publication summarizes the presentations and discussions from the workshop.

Very soon, much of the workforce migrated from the cotton field to the oilfield, following the lure of the wealth being created by black gold. The early decades of the twentieth century witnessed the development of an oilfield culture, as these workers defined and solidified their position within the region’s social fabric. Over time, the work force grew more professionalized, and technological change attracted a different type of laborer. Bobby D. Weaver grew up and worked in the oil patch. Now, drawing on oral histories supplemented and confirmed by other research, he tells the colorful stories of the workers who actually brought oil wealth to Texas. Drillers, shooters, toolies, pipeliners, teamsters, roustabouts, tank builders, roughnecks . . . each of them played a role in the frenzied, hard-driving lifestyle of the boomtowns that sprouted overnight in association with each major oil discovery. Weaver tracks the differences between company workers and contract workers. He details the work itself and the ethos that surrounds it. He highlights the similarities and differences from one field to another and traces changing aspects of the work over time. Above all, Oilfield Trash captures the unique voices of the laboring people who worked long, hard hours, often risking life and limb to keep the drilling rigs “turning to the right.”

Book excerpt: The challenge of connecting employers and educators to collaboratively plan for training future workers is an enduring one-particularly for jobs that are rapidly changing because of technological advancements. This report addresses this challenge as it pertains to employers and educators in the oil and natural gas industry located in and around the Utica and Marcellus shales. The combination of horizontal drilling and hydraulic fracturing to tap natural gas has resulted in the Utica and Marcellus shales becoming major sources of natural gas supply within the United States and are predicted to bring significant long-term economic benefits to the tristate region of Ohio, Pennsylvania, and West Virginia. To inform policy decisions on how best to expand and sustain the pool of workers with knowledge and skills needed by oil and natural gas employers in the tristate region, this report summarizes the findings from surveys administered to the region's oil and gas employers and education providers. We found that basic cross-cutting skills-such as time management, speaking, and writing-and knowledge of business operations (including sales and marketing) are reported by employers as essential for their workers to competently perform in high-priority occupations. However, these basic skills tend not to be emphasized in local postsecondary degree programs that support the oil and natural gas industry. We also found a clear lack of collaboration and partnerships between oil and gas companies and education providers across the region, with colleges and employers each pointing to the other's unwillingness as the source for lack of partnerships or collaboration.

It is a familiar theme in the romantic mythology that sprang up about the era. But the people who produced those millions are the real story, told in these word-for-word recollections of early-day workers in the "oil patch." In vivid, often poignant detail these men and women recall the grueling toil, primitive living and working conditions, and ever-present danger in a time when life was cheap and oil was gold. In the late 1930s employees of the Federal Writers Project, a branch of the New Deal Workers Progress Administration, recorded the voices of these pioneers as they offered their memories, sometimes wryly humorous and sometimes bitter, of the turmoil that was the daily lot of the oilfielders. We meet colorful, tough-talking "Manila Kate," who took over her husband's drilling outfit after he died in an explosion. A welder vividly recalls the death of his closest pal, a skilled hand who loved to take chances. In an oil-field shantytown the support of good-hearted neighbors assuages the pain of a bereaved and impoverished family. A "shooter" recalls the deadly danger of the "soup wagon" the buckboard that delivered the nitroglycerin to the well--or blew up on the way. While many of the individuals witnessed bizarre accidents that became almost routine in the early oil fields, their personal stories also show how uncertain job security and wages could be, even before the Depression, when dry holes and plummeting oil prices left thousands of workers broke and homeless. Many of the interviewers provide valuable technical details about early oilfield operations. Yet it is the stories of the people, the workers themselves, that endure. The early oil industry was built upon their toil, their pain, and their courage, all of which are evident in every word recorded here.
