Key to the project was the development of a marginal set of oilfields that had only recently attracted the interest of global oil companies who were pressed to expand operations in the context of declining reserves. Drawing on more than a decade of work in Chad, Lori Leonard shows how environmental standards, grievance mechanisms, community consultation sessions, and other model policies smoothed the way for oil production, but ultimately contributed to the unraveling of the project. Leonard offers a nuanced account of the effects of the project on everyday life and the local ecology of the oilfield region as she explores the resulting tangle of ethics, expectations, and effects of oil as development.

It is bordered by Sudan to the east, Libya to the north, Niger, Nigeria, and Cameroon to the west, and the Central African Republic to the south. With an area of 1.28 million square kilometers, Chad is the fifth largest country in Africa. It has a population of approximately 16 million people, who are largely concentrated in the southern region of the country. The capital city of Chad is N'Djamena, which is located in the southwestern part of the country. Chad is a diverse country with more than 200 ethnic groups. The major ethnic groups are the Chadian Arabs, Chadian Sara, Chadian Gorane, and Chadian Mayo-Kebbi. French and Arabic are the official languages of Chad, although over 100 other languages are spoken in the country. Chad is an agricultural country, with cotton, sorghum, and millet being the main crops. The country is also rich in natural resources, including gold, uranium, and petroleum, which are relatively unexplored. Chad has been plagued by political instability, social unrest, and poverty for many years. However, in recent years, it has made progress in economic development and peacebuilding efforts, thanks to international support and political will.

Book excerpt: This Selected Issues paper explores non-oil growth impediments in Chad to better understand why the Chadian economy has not sufficiently rebounded from the crisis. It discusses how the economy is held back by crisis legacies such as high public debt and a fragile banking sector and how Chad continues to face long standing structural weaknesses which hamper potential growth. Three years of recession in Chad have left important legacies that continue to affect fiscal policy and performance in the non-oil private sector and the banking sector. Public domestic debt more than doubled with the crisis. As the Chadian economy was hit by the oil shock, while dramatically cutting spending, the government had to rely on large domestic financing to cushion the impact of the shock. Although the government started paying arrears, the remaining stock is very large and presents a drag on the non-oil economy. The paper ends with a discussion of how Chad’s economic potential will require reforms to address those weaknesses to foster economic diversification.

Its population of around 5 million inhabitants is one of the poorest in the world, despite the presence of valuable mineral resources such as diamonds, gold and uranium. CAR has a diverse ethnic makeup, with over 80 ethnic groups, each with its own language and traditions. One of the countryâs largest ethnic groups is the Bayaka, who are traditionally hunter-gatherers, while the Bantu peoples are the largest group in terms of population. CAR has experienced significant political instability since its independence from France in 1960. The country has been plagued by coups, rebellions, and armed conflicts, which have severely impacted the countryâs economic and social development. The two most recent crises took place in 2013 and 2020, with the former leading to a period of sectarian violence and displacement, and the latter leading to the overthrow of the incumbent president, Faustin-Archange Touadéra, by a coalition of rebel groups. Despite the countryâs challenges, efforts are underway to stabilize the political situation and to address the humanitarian needs of the population.
