Book excerpt: Until 1930, Argentina was one of the great hopes for stable democracy in Latin America. Argentines themselves believed in the destiny of their nation to become the leading Latin American country in wealth, power, and culture. But the revolution of 1930 unleashed the scourges of modern militarism and chronic instability in the land. Between 1930 and 1966, the Argentine armed forces, or factions of the armed forces, overthrew the government five times. For several decades, militarism was the central problem in Argentine political life. In this study, Marvin Goldwert interprets the rise, growth, and development of militarism in Argentina from 1930 to 1966. The tortuous course of Argentine militarism is explained through an integrating hypothesis. The army is viewed as a “power factor,” torn by a permanent dichotomy of values, which rendered it incapable of bringing modernization to Argentina. Caught between conflicting drives for social order and modernization, the army was an ambivalent force for change. First frustrated by incompetent politicians (1916–1943), the army was later driven by Colonel Juan D. Perón into an uneasy alliance with labor (1943–1955). Peronism initially represented the means by which army officers could have their cake—nationalistic modernization—and still eat it in peace, with the masses organized in captive unions tied to an authoritarian state. After 1955, when Perón was overthrown, a deeply divided army struggled to contain the remnants of its own dictatorial creation. In 1966, the army, dedicated to staunch anti-Peronism, again seized the state and revived the dream of reconciling social order and modernization through military rule. Although militarism has been a central problem in Argentine political life, it is also the fever that suggests deeper maladies in the body politic. Marvin Goldwert seeks to relate developments in the military to the larger political, social, and economic developments in Argentine history. The army and its factions are viewed as integral parts of the whole political spectrum during the period under study.

Its failure raises the specter that other middle-class societies could also fail. In Argentina, MacLachlan delivers history with a plot, a sense of direction and purpose, and fascinating conclusions that reveal a much more complex picture of Argentina than one might have had in mind prior to reading this book. Argentina traces the roots of the nation from the late colonial period to the present, and examines the impact of events that molded it: the failure of political accommodation in 1912, the role of the oligarchy, the development of a middle class, gender issues, the elaboration of a distinct culture, the era of Peron, the army, and the dirty war. The conclusion suggests the reasons for the nation's difficulties. The IMF, World Bank, and international financial markets play a role, but so does a high level of political corruption and mismanagement of the economy that emerged from political and economic failure. Juan and Eva Peron tried to override politics to create an economic and social balance between urban labor and agriculture interests, but failed. The dirty war arose from that failure. Although the military had remarkable success in promoting its version of events, recent democratization has allowed scholars access to new materials with which to challenge the "official story." Drawing on oral histories, secret police documents, memoirs of dissident officers, army records, and other sources only recently made available, Shawn Smallman crafts a compelling, revisionist interpretation of Brazil's political history from 1889 to 1954. Smallman examines the topics the Brazilian military wished to obscure--racial politics and terror campaigns, institutional corruption and civil-military alliances, political torture and personal rivalries--to understand the army's growing involvement in civilian affairs. Among the myths he confronts are the military's idealized rendition of its racial policies and its portrayal of itself as above the corruption associated with politicians. His account not only illuminates the origins of the military government's repressive and often brutal actions during the 1960s and 1970s but also carries implications for contemporary Brazil, as the armed forces debate their role in a democratic country.

In wheat production and export Argentina had stagnated and declined, while Canada had surged to a position of world leadership. This book explains how Canada had outpaced Argentina, a country with better growing conditions and a much shorter haul to port. The author finds the explanation in how differing government policies affected the paths the Canadian and Argentine wheat economies took. The author's investigations center on several key questions: In what ways did Canadian and Argentine policy makers and wheat growers attempt to improve their competitive positions by introducing efficient marketing systems, research, and agricultural education? How responsive were the two political systems to questions of land tenure, the role of immigrants, and political representation in the wheat regions? In sum, how did quite different views on the role of the state affect the outcome? The book is in three parts. The first provides a basic political and economic overview of Argentine and Canadian history between 1880 and 1930. The second part analyzes and compares the two countries' basic agricultural development policies. In the third part the focus moves away from a topical emphasis and shifts to an analysis of major agricultural policy issues in the two countries. The concluding chapter presents some final thoughts on the different paths of agrarian development in the two countries.

Book excerpt: It is widely thought that state ownership of natural resources, oil and natural gas in particular, causes countries to fall under the sway of the “resource curse.” In such cases, governments allegedly display “resource nationalism,” which destabilizes the economy, society, and politics. In this book, David R. Mares dispels these beliefs and develops a powerful new account of the relationship between state resource ownership and energy policy. Mares examines variations in energy policy across a wide range of countries, underscoring the fact that in most of the world outside the United States, subsoil natural resources are owned by the state. He considers the history of Latin American oil and gas policies and provides an in-depth analysis of Venezuela from 1989 to 2016—before, during, and after the presidency of Hugo Chávez. Mares demonstrates that the key factors that influence energy policy are the inclusiveness of the political system, the level of competitiveness within policy making, and the characteristics of individual leaders. Domestic politics, not state ownership, determines the effectiveness and efficiency of energy policies: the “resource curse” is avoidable. Drawing on these findings, Mares reconceptualizes resource nationalism, arguing that government intervention into resource extraction is legitimate as long as the benefits are shared through the provision of public goods. Featuring a sophisticated grasp of both Latin American politics and energy policy, this book sheds new light on why some governments are responsible stewards of natural resources while others appropriate national wealth for partisan or private benefit.
