Is the increasing presence of women in public office making a difference? Are women public officials having a distinctive impact on public policy and the political process? These questions are central to the studies in The Impact of Women in Public Office. These studies examine the impact of women public officials serving in various offices and locales at local, state, and national levels. They are the product of a large, coordinated research project sponsored by the Center for American Women and Politics (CAWP) at Rutgers University and funded by the Charles H. Revson Foundation. The subjects of these studies range from a single, very prominent U.S. Senator, who served in Congress from the early 1940s to the early 1970s, to local council members in a New Jersey county in the 1980s. They include state legislators from across the country. The research presented in this volume offers compelling evidence that women public officials do have a gender-related impact on public policy and the political process. Nevertheless, context matters; these studies demonstrate that the impact of women public officials varies considerably across political environments. Finally, the research in this volume suggests that identification with feminism and/or of particular racial or ethnic group also influence how and to what extent women public officials are making a difference. Book excerpt: In the decades since Latinas began to hold public office in the United States in the late 1950s, they have blazed new trails in public life, bringing fresh perspectives, leadership styles, and policy agendas to the business of governing cities, counties, states, and the nation. As of 2004, Latinas occupied 27.4 percent of the more than 6,000 elected and appointed local, state, and national positions filled by Hispanic officeholders. The greatest number of these Latina officeholders reside in Texas, where nearly six hundred women occupy posts from municipal offices, school boards, and county offices to seats in the Texas House and Senate. In this book, five Latina political scientists profile the women who have been the first Latinas to hold key elected and appointed positions in Texas government. Through interviews with each woman or her associates, the authors explore and theorize about Latina officeholders' political socialization, decision to run for office and obstacles overcome, leadership style, and representational roles and advocacy. The profiles begin with Irma Rangel, the first Latina elected to the Texas House of Representatives, and Judith Zaffirini and Leticia Van de Putte, the only two Latinas to serve in the Texas Senate. And since government at all levels and its officials are not exempted, and who operate in a more open environment than they once did, primarily as a result of legislation providing for open meetings, more accessible public information, and under more open and recordable visibility, public officials must be more cautious and more aware of the decisions they make. Although a conscious effort on the part of public officials to avoid personal liability suits will help reduce the number of suits filed against them or the government, some preventive and proactive measures--e.g., becoming more proficient in the duties and responsibilities of office, cultural and social education, sensitivity training--must be taken to avoid the possibility of successful liability lawsuits. Public officials are held morally responsible for their decisions, and they are to be respected for the demands placed on them by virtue of that office. However, individuals, including those injured by a particular governmental policy or an official's decision, are not accepting grievous actions which go against their individual interests. Many are not content with exhausting administrative remedies; rather, they are turning to the courts for a remedy in cases of wrongful death, misuse of legal procedure, etc. A conscious, individual effort to reduce the occurrence liability suits through responsible public decisions will help hold the number of successful suits to a minimum.
