However, the Members of the Committee are unanimously agreed that the seriousness of Fishery conditions at the Pacific coast warrants full and complete investigation. In order to enable the Committee to make an intelligent and comprehensive report, it is considered absolutely necessary that evidence should be taken in British Columbia where it will be possible to call witnesses representatives of all classes engaged in the industry. The only alternative would be to bring a large number of witnesses from the British Columbia coast to Ottawa, which would entail very great expense. Book excerpt: Excerpt from Official Report of the Evidence Taken by the Marine and Fisheries Committee of the House of Commons, Canada, During the Session of 1916 That, whereas, fish is a highly nutritious and palatable article of food, of which abundant supplies are continually available at low prices at the sea-coast and inland waters of Canada; and, whereas, in order that an increased demand for fish might be speedily developed in the interior markets of the country by having the same placed thereon in prime condition and at moderate prices, the Government has been and is assisting the industry, under certain conditions, by paying a portion of the express charges, and providing more adequate transportation facilities; notwithstanding which, the prices at which fish can be purchased in such interior markets seems unreasonably high, as compared with those received by the producer, which condition is militating against the ends in view. Therefore, be it resolved, That, in the Opinion of this House, it is desirable that an inquiry should be made to determine if possible the cause or causes of the great discrepancy between the price of fish at the places of production and that charged on the interior markets. And it is further resolved, That this resolution be referred to the Committee on Marine and Fisheries, with instructions to consider the subject matter thereof and make such inquiry. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Although this conception has been challenged in recent years, it has not been completely dispelled. In Colour-Coded, Constance Backhouse illustrates the tenacious hold that white supremacy had on our legal system in the first half of this century, and underscores the damaging legacy of inequality that continues today. Backhouse presents detailed narratives of six court cases, each giving evidence of blatant racism created and enforced through law. The cases focus on Aboriginal, Inuit, Chinese-Canadian, and African-Canadian individuals, taking us from the criminal prosecution of traditional Aboriginal dance to the trial of members of the 'Ku Klux Klan of Kanada.' From thousands of possibilities, Backhouse has selected studies that constitute central moments in the legal history of race in Canada.
