Since the Army cannot insulate itself from labor market forces as it tries to retain talent, the retention component of its officer strategy must rest upon sound market principles. It must be continuously resourced, executed, measured, and adjusted across time and budget cycles. Absent these steps, systemic policy, and decisionmaking failures will continue to confound Army efforts to create a talent-focused officer corps strategy.

Book excerpt: Since Hurricane Katrina, resignations from the New Orleans Police Department (NOPD) have increased, and the department went more than a year without recruiting enough candidates to justify a police academy training course. The authors present practical recommendations for change that could help the NOPD improve recruiting and retention. Issues addressed include the lack of affordable post-Katrina housing, the fact that the families of many police officers no longer live in the New Orleans area, the destroyed departmental infrastructure, and a budget that does not provide enough resources to meet basic needs. They focus on compensation, including housing; the promotion process and the career management system; recruiting; the mix of officers and civilians; and ways to improve the morale of the NOPD. The recommendations, which are specifically tailored to the unique circumstances of the NOPD, include (1) using civilian employees, where appropriate, for jobs currently being performed by uniformed officers; (2) developing a proactive recruiting program; (3) offering some of the city's housing stock in-kind to police officers or selling the property and using the proceeds to improve compensation; (4) increasing the frequency of promotion examinations; (5) eliminating the backlog of promotions to higher levels in the department; (6) restructuring compensation to attract recruits and retain serving officers; (7) establishing a first-responders charter school; and (8) rebuilding the police infrastructure to improve morale.

In those monographs, Wardynski, Lyle, and Colarusso adumbrated an officer corps strategy based on the theory of talent management. Book excerpt: The intervention and mitigation executed by Officer Candidate School (OCS) leadership was assessed to determine if the actions made a difference in 2011 and 2012 attrition rates. The research approach employed a quantitative descriptive analysis of Officer Candidate School attrition employing a case study methodology. The research design involved the collection and analysis of archival data that are routinely collected by Navy Recruiting Command and Officer Training Command production. The study validated the initial assumption that military accession training attrition is not simply a function of applying a predictive model to recruit and screen individuals. Leadership of training organizations has an inherent responsibility to implement policy and practices designed to reduce attrition of volunteers for military service. Leadership of training organizations cannot abdicate responsibility for students not completing training by simply attributing the losses to inadequate predictive modeling, poor screening and bad selections by recruiting organizations. The OCS attrition rate was reduced when leadership intervention in the form of realistic job previews, socialization and leadership policy and practices that are informed by mindful understanding of intelligence and capacity of staff and students were combined with predictive modeling techniques designed to screen and select the best applicants.
