Book excerpt: The Information Commissioner's Office (ICO) is the UK's independent public body set up to promote access to official information and to protect personal information. It enforces the Data Protection Act 1998, the Freedom of Information Act 2000, the Privacy and Electronic Communications Regulations 2003 and the Environmental Information Regulations 2004. It also provides guidance to organisations and individuals to promote awareness of information rights and obligations. The Commissioner, who reports directly to Parliament, has the power to order compliance, using enforcement and decision notices and prosecution. This annual report highlights the various issues that surround freedom of information and personal data security. For example, there have been over 200,000 requests for information from public authorities, most of them successful, with members of the public the biggest group of users, with information requests covering such areas as, toxic waste, speed cameras, the performance of surgeons and MP's travel expenses. Another area of concern has been personal information and identity theft, where the purposeful, routine and systematic recording of everyone's movements, activities and transactions in public and private spaces, as led to the notion of a surveillance society. Security lapses in regard of personal information from banks, retailers, government departments and public bodies require organisations to have guaranteed safeguards in place for data protection. The publication is divided into 11 chapters and includes the accounts.

Talented young bureaucrats have been joining the public service with fresh ideas capable of creating real change, but the black hole consumes all. In The Black Hole of Public Administration, experienced public servant Ruth Hubbard and public administration iconoclast Gilles Paquet sound a wake-up call to the federal public service. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Book excerpt: This inquiry was prompted by the loss by HM Revenue & Customs, in November 2007, of two CDs containing personal and banking information belonging to all child benefit claimants. The Committee took evidence from Richard Thomas, the Information Commissioner, and David Smith, his deputy, about this case and the issue of protection of personal data held by Government and other agencies. The Committee concludes that there is evidence of a widespread problem within Government relating to establishing systems for data protection and operating them adequately. The Information Commissioner needs better funding and more powers to enable review of systems for data protection. There is a difficult balance to be struck between the advantages of wider exchange of personal data between Government departments and the protection of personal data. The Committee will return to this topic at a later date, after various inquiries put in train by the Government have reported.
