Book excerpt: In the mid-nineteenth century, American and British governments marched with great fanfare into the marketplace of knowledge and publishing. British royal commissions of inquiry, inspectorates, and parliamentary committees conducted famous social inquiries into child labor, poverty, housing, and factories. The American federal government studied Indian tribes, explored the West, and investigated the condition of the South during and after the Civil War. Performing, printing, and then circulating these studies, government established an economy of exchange with its diverse constituencies. In this medium, which Frankel terms "print statism," not only tangible objects such as reports and books but knowledge itself changed hands. As participants, citizens assumed the standing of informants and readers. Even as policy investigations and official reportage became a distinctive feature of the modern governing process, buttressing the claim of the state to represent its populace, government discovered an unintended consequence: it could exercise only limited control over the process of inquiry, the behavior of its emissaries as investigators or authors, and the fate of official reports once issued and widely circulated. This study contributes to current debates over knowledge, print culture, and the growth of the state as well as the nature and history of the "public sphere." It interweaves innovative, theoretical discussions into meticulous, historical analysis.

Book excerpt: In the mid-Victorian period, when British international influence and power were at their height, concerns about local economic and social conditions were only slowly coming to be recognised as part of the obligations and expectations of central government. Adopting a legal history perspective, this study reveals how municipal authorities of this period had few public law powers to regulate local conditions, or to provide services, and thus the more enterprising went direct to Parliament to obtain – at a price – the passing specific local Bills to address their needs. Identifying and analysing for the first time the 335 local Parliamentary Bills promoted by local authorities in the period from the passing of the Local Government Act 1858 to the first annual report of the Local Government Board in 1872, the book draws three main conclusions from this huge mass of local statute book material. The first is that, far from being an uncoordinated mass of inconsistent, quixotic provisions, these Acts have a substantial degree of cohesion as a body of material. Second, the towns and cities of northern England secured more than half of them. Thirdly, the costs of promotions (and the vested interests involved in them) represented a huge and often wasteful outlay that a more pragmatic and forward-looking Parliamentary attitude could have greatly reduced.

Relatively little however has appeared which deals specifically or holistically with his first senior ministerial role; that of Secretary of State for the Home Office. This may be due to the fact that, of the three Great Offices of State which he was to occupy over the course of his long political life, his tenure as Home Secretary was the briefest. The Liberal Government, of which he was a senior figure, had been elected in 1906 to put in place social and political reform. Though Churchill was at the forefront of these matters, his responsibility for domestic affairs led to him facing other, major, challenges departmentally; this was a time of substantial commotion on the social front, with widespread industrial and civil strife. Even given that ‘Home Secretaries never do have an easy time’, his period in office was thus marked by a huge degree of political and social turbulence. The terms ‘Tonypandy’ and ‘Peter the Painter’ perhaps spring most readily to mind. Rather less known is his involvement in one of the burning issues of the time, female suffrage, and his portrayal as ‘the prisoners’ friend’ in terms of penal reform. Aged 33 on appointment, and the youngest Home Secretary since 1830, he became empowered to wield the considerable executive authority inherent in the role of one of His Majesty's Principal Secretaries of State, and he certainly did not shrink from doing so. There were of course commensurate responsibilities, and how he shouldered them is worth examination.

Book excerpt: Today, the First World War is remembered chiefly for the carnage of the Western Front, but at the time the Royal Navy's blockade of Germany was a more frequent source of debate. For, even at a time of war, there were influential voices in Britain who baulked at a concept of economic warfare that hindered the free passage of goods on the high seas, and brought German society to the brink of famine. To further our understanding of these issues, this book looks at the background to the blockade, and the effects of its implementation in 1914. It argues that there was a widely shared, but largely unwritten, strategic culture within British naval circles which accepted that in a war with a major maritime power the British response would be to attack enemy trade. This is demonstrated by the fact that from at least the late 1880s the Royal Navy planned for the use of armed merchantmen to enforce an economic blockade of an enemy. This it did by entering into detailed arrangements with major British shipping companies for the design and subsidy of liners with the potential for use as merchant cruisers, and stockpiling their prospective armament. In line with the contemporary, Corbettian, view that seapower depends upon free communications, the book concludes by asserting that the primary role of the Grand Fleet in the First World War was to guarantee the ability of the merchant cruisers on the Northern Patrol to interdict German seaborne trade, rather than to engage in large set-piece battles.
