Book excerpt: A behind-the-scenes look at how the United States aided the Velvet Revolution Democracy's Defenders offers a behind-the-scenes account of the little-known role played by the U.S. embassy in Prague in the collapse of communism in what was then Czechoslovakia. Featuring fifty-two newly declassified diplomatic cables, the book shows how the staff of the embassy led by U.S. Ambassador Shirley Temple Black worked with dissident groups and negotiated with the communist government during a key period of the Velvet Revolution that freed Czechoslovakia from Soviet rule. In the vivid reporting of these cables, Black and other members of the U.S. diplomatic corps in Prague describe student demonstrations and their meetings with anti-government activists. The embassy also worked to forestall a violent crackdown by the communist regime during its final months in power. Edited by Norman L. Eisen, who served as U.S. Ambassador to the Czech Republic from 2011 to 2014, Democracy's Defenders contributes fresh evidence to the literature on U.S. diplomatic history, the cold war era, and American promotion of democracy overseas. In an introductory essay, Eisen places the diplomatic cables in context and analyzes their main themes. In an afterword, Eisen, Czech historian Dr. Mikuláš Pešta, and Brookings researcher Kelsey Landau explain how the seeds of democracy that the United States helped plant have grown in the decades since the Velvet Revolution. The authors trace a line from U.S. efforts to promote democracy and economic liberalization after the Velvet Revolution to the contemporary situations of what are now the separate nations of the Czech Republic and Slovakia.

David Johnson Lee charts the transformation of the ideals of modernization, national autonomy, and planned development as they gave way to human rights protection, neoliberalism, and sustainability. Using archival material, newspapers, literature, and interviews with historical actors in countries across Latin America, the United States, and Europe, Lee demonstrates how conflict between the United States and Nicaragua shaped larger international development policy and transformed the Cold War. In Nicaragua, the backlash to modernization took the form of the Sandinista Revolution which ousted President Anastasio Somoza Debayle in July 1979. In the wake of the earlier reconstruction of Managua after the devastating 1972 earthquake and instigated by the revolutionary shift of power in the city, the Sandinista Revolution incited radical changes that challenged the frankly ideological and economic motivations of modernization. In response to threats to its ideological dominance regionally and globally, the United States began to promote new paradigms of development built around human rights, entrepreneurial internationalism, indigenous rights, and sustainable development. Lee traces the ways Nicaraguans made their country central to the contest over development ideals beginning in the 1960s, transforming how political and economic development were imagined worldwide. By illustrating how ideas about ecology and sustainable development became linked to geopolitical conflict during and after the Cold War, The Ends of Modernization provides a history of the late Cold War that connects the contest between the two then-prevailing superpowers to trends that shape our present, globalized, multipolar world.

This book delves into the determinants of successful cooperation between bi- and multilateral donor agencies at the example of Western aid to Eastern Europe in the period from 1990 to 1996. In raising the assumption that networking between international organizations cannot be stimulated by appealing to norm-oriented behavior but is contingent upon the existence of common interests, the idealist view of international relations is seriously challenged. Comparing different assistance sectors - energy, telecoms, mass privatization, agriculture, statistics, central banking, environment and education - it is shown that donor coordination is a form of collective action initiated by donors in response to sectoral market failure which is perceived as significant because it threatens the non-attainment of basic goals or inflicts own projects with high costs or risks.
