Book Grenfell and Construction Industry Reform

Download or read book Grenfell and Construction Industry Reform written by Steve Phillips and published by Routledge. This book was released on 2021-09-09 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sets out the urgent changes to practices and behaviours required to build a new building safety regime in the UK and prevent a similar tragedy to the fire at Grenfell Tower from reoccurring. The inquiry into the fire and the independent Hackitt Review revealed deep-rooted and unpalatable truths about the current state of the UK construction industry. Dame Judith Hackitt was scathing in her assessment of the construction industry denouncing it as "an industry that has not reflected and learned for itself, nor looked to other sectors" and defining the key issues as ignorance, indifference, lack of clarity on roles and responsibilities and inadequate regulatory oversight and enforcement tools. Invaluable for all construction professionals who wish to take greater responsibility for the safety of residents in their buildings, this book explains why these major safety reforms are required, how they are to be achieved and the progress towards them to date.

Book Managing Health and Safety in Building and Construction

Download or read book Managing Health and Safety in Building and Construction written by Tony Clarke and published by Routledge. This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Health and safety is important to everyone nowadays, especially with the burgeoning extent of legislation and regulations in the area both in UK terms but perhaps more importantly within and across the European Community. One of the industries most affected by this is the building and construction sector, which because of its traditionally poor record in this respect and its widespread and under-policed activities is now subject to the Construction, Design and Management (CDM) Regulations. These require that every project involving building or demolition work which is undertaken, regardless of the industry concerned and for what purpose, must be planned and documented according to these safety regulations and procedures. Non-compliance can attract heavy penalties, including fines and prison sentences. In addition, the possibilities of actions like this, and their contingent financial costs, are beginning to determine a whole philosophy to underpin business management. It is therefore vital to understand exactly what legal obligations and duties are inherent in either managing, contracting or carrying out a given piece of work. Lack of knowledge of this nature can prove to be very costly, so this book will show you how to find your way around the maze of rules and regulations in order to improve your business efficiency and reduce exposure to financial risk.

Book Work and Labor Relations in the Construction Industry

Download or read book Work and Labor Relations in the Construction Industry written by Dale Belman and published by Routledge. This book was released on 2021-02-16 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: The need for a skilled, motivated and effective workforce is fundamental to the creation of the built environment across the world. Known in so many places for a tendency to informal and casual working practices, for the sometimes abusive use of migrant labor, for gendered male employment and for a neglect of the essentials of health and safety, the industry, its managers and its workforce face multiple challenges. This book brings an international lens to address those challenges, looking particularly at the diverse ways in which answers have been found to manage safe and productive employment practices and effective employment relations within the framework of client demands for timely and cost-effective project completions. Whilst context, history and contractual frameworks may all militate against a careful attention to human resource issues this makes them even more deserving of attention. Work and Labor Relations in Construction aims to share understanding of best practice in the industries associated with construction and related activities, recognizing that effective work organization and good standards of employee relations will vary from one location to another. It acknowledges the real difficulties encountered by workers in parts of the developing world and the quest for improvement and awareness of some of the worst hazards and current practices. This book is both critical and analytical in approach and seeks to alert readers to the need for change. Aimed at addressing practical issues within the construction industry from a theoretical and empirical standpoint, it will be of value to those interested in the built environment, employment relations and human resource management.

Book Three Essays on Labor Market Regulation in the American Construction Industry

Download or read book Three Essays on Labor Market Regulation in the American Construction Industry written by Matthew Phillip Hinkel and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This three-article dissertation focuses on labor market regulation in the American construction industry. The United States faces two parallel crises: one with affordable housing supply, and one with maintaining residential construction labor standards. Historically, issues with labor standards have been addressed on public works through prevailing wage requirements. Labor standards-while good for workers-may increase construction costs; higher costs, in turn, negatively impact low-income families by reducing supplies of affordable housing. In Chapter 1 of this dissertation, I re-examine whether this tradeoff exists and, if so, its implications. I estimate that prevailing wage requirements add, at most, 6% to the costs of affordable housing construction. The implicit baseline for this paper is the current practices in the residential construction industry, including the cost advantages realized by contractors engaging in illegal and undesirable practices. An alternative baseline would be the cost of building affordable housing for contractors who abide by labor standards, classify their workers correctly and pay the required amounts in social insurance and taxes.Informal employment, defined as the illegal misclassification of employees as independent contractors or employment of workers using cash-only payments, has long been rampant in the American construction industry. These actions rob workers of legally earned benefits, defund social programs, and undermine the competitiveness of law-abiding contractors. While enforcing labor laws has proved difficult, prevailing wage laws may make states abler to strengthen enforcement and limit informality. Under penalty of law, these regulations require employers to submit weekly certified payrolls to government agencies on public works projects, which increases governmental oversight. In Chapter 3 of this dissertation, I use state-level data from 2010-2019 to examine the relationship between prevailing wage laws and informal construction employment. State prevailing wage laws, even those of weak and average strength, are associated with significant reductions in informality.Lastly, Chapter 2 of this dissertation focuses on occupational licensing requirements in construction. Over time, disagreements have persisted over the effects of occupational licensing on markets and the appropriate role of government in the regulation of occupations. In Chapter 2, I exploit state variation in occupational licensing laws to examine labor market outcomes of occupational licensing in construction. Data on licensing comes from 2016-2019 Current Population Survey (CPS) data as well as a new 2019 data set on licensing requirements for the three primary construction occupations that require licensing in certain states: electricians, plumbers, and operating engineers. Consistent with prior literature, results suggest the presence of occupational licensing is associated with an 8.3 to 14.8 percentage point increase in earnings for electricians, plumbers, and operating engineers. Employment results are more mixed; while these results suggest occupational licensing is associated with a 1.2 to 1.3 percentage point increase in the proportion of workers employed as electricians, plumbers, or operating engineers, effects on the level of employment in these occupations were not statistically significant. In supplemental analyses I explore possible competing explanations for these employment findings.
