In Los Angeles, a 14-year-old boy repeatedly falls asleep in class, exhausted from his evening job. Although children and adolescents may benefit from working, there may also be negative social effects and sometimes danger in their jobs. Protecting Youth at Work looks at what is known about work done by children and adolescents and the effects of that work on their physical and emotional health and social functioning. The committee recommends specific initiatives for legislators, regulators, researchers, and employers. This book provides historical perspective on working children and adolescents in America and explores the framework of child labor laws that govern that work. The committee presents a wide range of data and analysis on the scope of youth employment, factors that put children and adolescents at risk in the workplace, and the positive and negative effects of employment, including data on educational attainment and lifestyle choices. Protecting Youth at Work also includes discussions of special issues for minority and disadvantaged youth, young workers in agriculture, and children who work in family-owned businesses.

This study is the first of a series made by the Children's Bureau to guide the Chief of the Bureau in deter mining occupations that are particularly hazardous for young work ers and therefore subject to an 18-year minimum age under the child-labor provisions of the Fair Labor Standards Act of 1938. The data in this report formed the factual basis for Hazardous Occupation Order N O. 1, effective July 1, 1939, which declared all occupations in or about plants manufacturing explosives or articles containing explosive components to be particularly hazardous for minors 16 and 17 years of age. A copy of this order appears in The appendix. The report was originally published in mimeographed form on March 15, 1939, when the proposed order was issued. In this printed bulletin the information presented is that which appeared in the original mimeographed report, without the addition of figures that have since become available. Little more than one-fourth of the lumber cut in Washington and Oregon is marketed within those States. The remainder is shipped to other parts of the country or abroad. In N orth Carolina 42 percent, in California 38 percent, in Alabama 63 percent, in Mississippi 69 per cent, and in Louisiana 59 percent of the out reported in statistics of the industry moves in interstate or foreign commerce, the remainder being retained within the State. Similar percentages move across the lines of all the important lumber-producing States. In general, inter state distribution is principally from large mills, and the bulk of the lumber from small mills remains in the State.12 By far the greater proportion of employment is accounted for by the large mills.
