The 1994 genocide against the Tutsi remains the most defining single event in contemporary Rwanda, and many people in the world today know of this central African nation from the prism of extreme mass violence that sullied the end of the 20th century amid international indifference and has since haunted the world’s conscience. This second edition of Historical Dictionary of Rwanda contains a chronology, an introduction, appendixes, and an extensive bibliography. The dictionary section has over 300 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture. Book excerpt: Despite rapid population growth, increasing land pressure and urbanization, farmers in Sub-Saharan Africa have not intensified their production in a sustainable manner and farming systems remain predominantly subsistence-oriented. Unsurprisingly, developing countries are directing large shares of their agricultural budgets to programs that actively promote crop intensification and the development of more commercially-oriented agricultural systems. Rwanda’s Crop Intensification Program (CIP), launched in 2007, is one such example. However, despite its apparent success in raising production of several priority crops, there are legitimate concerns about the food and nutrition security implications for households that are encouraged to consolidate their land, specialize in their production, and increasingly rely on markets for their food needs. Using recent household survey data and a propensity score matching difference-in-differences method, we find that participation in land consolidation activities had ambiguous consumption effects: it positively impacted on consumption of roots and tubers, but had a negative effect on meat, fish and fruits consumption and the potential availability of vitamin B12 in participants’ diets. This calls for a review of CIP implementation practices to enhance the program’s food and nutrition security outcomes, with improvements in market functioning and market access being potential starting points.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

To maintain good health and prevent diseases, the adequacy of nutrients is essential; and adherence to healthy diets recommended needs to be monitored. Uncertain physical, social, cultural, and economic situations limit access to nutritious intake and impact health both in the developing (e.g., wasting, stunting, underweight, and mineral/vitamin-related malnutrition) and developed (e.g., obesity) worlds. However, a healthy diet is not only determined by food safety and quality, but also by food education, nutritional practice during the life stages, and food availability and accessibility to the population. This is true in developing countries, but also in developed ones, where vulnerable groups (including people living in conditions of poverty, unemployment, lack of schooling, people with forms of addiction and ethnical minorities) struggle to adhere to healthy diets and choose cheaper, and often unhealthy options. As a consequence, excessive consumption of limited nutrients and inappropriate supplementation becomes as unhealthy as not consuming enough. In the past three years, the pandemic of COVID-19 has put significant troubles on human society, exacerbating hard life conditions in vulnerable groups and worsening their adherence to healthy lifestyles and food choices. Therefore, the nutrition and diet-related health issues in vulnerable people must be highlighted and followed up.
