Book excerpt: A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. For the wealth of musical events there is as rich a variety of reasons for their celebration. A birth, a harvest, an initiation rite, or a farewell ceremony-all of these occasions sometimes require music for their proper observance. It is the interesting dynamics of these musical occasions with which we are concerned in this study; especially, musical behavior with regard to magic and ritual. Magic is generally unacknowledged by Western European intellectuals to exist or function in their world. Although amusing, this attitude is understandable in light of the position adopted by Europeans and Euro-American cultures from the Age of Enlightenment to the present, i.e., any processes which cannot be replicated with a fair degree of exactitude under certain laboratory conditions or any qualities of things which cannot be objectively measured are thought to have no real existence. Thus many customs and beliefs of European cultures came to be considered invalid and were either discarded or were redefined as only being of interest to children or persons of 'child-like' mentality. At the same time, any magical acts performed by practitioners of the established Western religions were termed acts of worship, whereas similar practices found in other religions were considered superstitious, paganistic, idolatrous, or demonic. Related to that rationale was an effort to develop a 'scientific' explanation of European traditions too deeply rooted to eradicate although they defied classification under rules of the new empiricism." --from Introduction.

It is based on the premise that Latin American music can best be understood as a reflection of other historical and cultural themes. Emphasis is placed on the music of Mexico, Brazil, and Colombia. The document is presented in six chapters. Chapter one introduces the document, identifies objectives, and presents information on major influences of Latin America's musical heritage, including indigenous, Iberian, and African. Chapters two, three, and four focus on the music of Mexico, Brazil, and Colombia, respectively. For each country, information is organized around six themes--(1) ethnic variety and fusion, (2) regionalism, (3) cultural imperialism and imitativeness, (4) nationalism, (5) protest and revolution, and (6) urbanization and cultural standardization. Titles and themes of various types of music are interwoven throughout the narrative. A brief introductory section for each of these three chapters relates the folk, popular, and art music traditions of each country to Latin American music at various times throughout history. Chapter five offers additional suggestions on relating music to nationalistic and social action themes in other Latin American nations. Chapter six suggests teaching methods, including playing musical selections in class, asking students to identify various rhythmic and stylistic differences, and directing students to identify traditional motifs while listening to nationalistic music.
