Book excerpt: Within the Air Force Reserve, Traditional Reservists, specifically Individual Mobilization Augmentees (IMAs), have been restricted/excluded by Office of the Secretary of Defense (OSD) policy and guidance issued in DoDD 5210.42, Nuclear Weapon Personnel Reliability Program (PRP), from participating in nuclear-related mission activities. PRP program inclusion for Traditional Reservists is number 16 on the top 20 high interest items of the Chairman, Joint Chiefs of Staff (CJCS). The CJCS has tasked the Assistant to the Joint Chief for Reserve Affairs (ACJCS/RM) to investigate and present workable solutions to resolve what appears to be a barrier to Total Force participation in nuclear missions. Through review of the current literature, historical precedence, and personal interviews, the research will show that PRP must be enlarged to include IMAs.

Book excerpt: The effort to understand and combat infectious diseases has, during the centuries, produced many key advances in science and medicine-including the development of vaccines, drugs, and other treatments. A subset of this research is conducted with agents that, like anthrax, not only pose a severe threat to the health of humans, plants, and animals but can also be used for ill-intended purposes. Such agents have been listed by the government as biological select agents and toxins. The 2001 anthrax letter attacks prompted the creation of new regulations aimed at increasing security for research with dangerous pathogens. The outcome of the anthrax letter investigation has raised concern about whether these measures are adequate. Responsible Research with Biological Select Agents and Toxins evaluates both the physical security of select agent laboratories and personnel reliability measures designed to ensure the trustworthiness of those with access to biological select agents and toxins. The book offers a set of guiding principles and recommended changes to minimize security risk and facilitate the productivity of research. Initial fears concerned the risk that a political crisis between the Superpowers would escalate through miltary confrontation into a 'calculated' nuclear war. Another scenario pictured a new Hitler commanding a nuclear-capable state prepared to use such weapons 'irrationally', possibly sparking a 'catalytic' nuclear war between the major Powers. More recently attention has shifted towards the risk of the 'accidental' release of nuclear weapons. While the risk of intentional conflict between the major Powers has lessened, the arsenals have only been marginally reduced, leaving the possibility of accidental release as perhaps the most threatening case. Inadvertent Nuclear War presents the risk in terms of the reliability and instability of the human and technical systems governing release, with contributions ranging from the engineering of computer software to the psychology of the chain of command. As Dr Wiberg states in his introduction, "No known technical construction, human being or social organization is absolutely failsafe."

The East-West strategic rivalry that dominated the global security environment for over forty years has been fundamentally and, in a number of critical ways, irreversibly altered. Yet the world continues to be unpredictable and dangerous. Relations with Russia and China have improved dramatically in the last ten years but remain uncertain. Both states continue to emphasize and modernize their nuclear arsenals. In other regions of vital interest to the United States, potential adversaries increasingly have at their disposal advanced conventional and unconventional capabilities, as well as weapons of mass destruction and the means for their delivery. Together, these and other factors, such as the ongoing revolution in military technology, have engendered major adjustments in U.S. national security policy and in the strategy and forces that support U.S. security interests. A series of U.S. government analyses, including the Nuclear Posture Review and the Quadrennial Defense Review, has guided the restructuring of U.S. conventional forces and provided the basis for the late 1997 Presidential Decision Directive on nuclear weapons policy. Further analyses and adjustments will certainly follow. As a contribution to this dynamic process, this report assesses the rationale and requirements for U.S. nuclear weapons, and the infrastructure and people that are critical to their sustainment, in the current and future security environment. By so doing, the report is intended to promote greater understanding of the issues and the measures that will be necessary to sustain deterrence in an uncertain future.
