Book excerpt: The Nuclear Regulatory Comm. (NRC) regulates domestic medical, industrial, & research uses of sealed radioactive sources. Those attempting to purchase a sealed source must apply for a license & gain the approval of either NRC or an "agreement state (AS)." To become an AS, a state must demonstrate that its regulatory program is compatible with NRC reg's. & is effective in protecting public health & safety. NRC then transfers portions of its authority to the AS. In 2003, it was reported that weaknesses in NRC's licensing program could allow terrorists to obtain radioactive materials. NRC responded to this issue, incl. issuing guidance to license examiners. This report tests the licensing program using covert investigative methods.

Book excerpt: Concerns have grown that terrorists could use radioactive materials and sealed sources (materials sealed in a capsule) to build a ¿dirty bomb¿ -- a device using conventional explosives to disperse radioactive material. In 2003, it was found that there were weaknesses in the NRC radioactive materials licensing process and recommend. were made for improvement. This report assesses: (1) the progress NRC has made in implementing the recommend.; (2) other steps NRC has taken to improve its ability to track radioactive materials; (3) Customs and Border Protection¿s (CBP) ability to detect radioactive materials at land ports of entry; and (4) CBP¿s ability to verify that such materials are appropriately licensed prior to entering the U.S. Illustrations.

Book Nuclear Nonproliferation Additional Actions Needed to Increase the Security of U S Industrial Radiological Sources

Download or read book Nuclear Nonproliferation Additional Actions Needed to Increase the Security of U S Industrial Radiological Sources written by and published by . This book was released on 2014 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2012, GAO identified security weaknesses at U.S. medical facilities that use high-risk radiological sources, such as cesium-137. This report addresses potential security risks with such sources in the industrial sector. Radioactive material is typically sealed in a metal capsule called a sealed source. In the hands of a terrorist, this radioactive material could be used to construct a 'dirty bomb.' NRC is responsible for licensing and regulating the commercial use of radiological sources. NNSA provides voluntary security upgrades to facilities with such sources. GAO was asked to review the security of sources at industrial facilities. This report examines (1) the challenges in reducing security risks posed by industrial radiological sources and (2) the steps federal agencies are taking to improve security of the sources. GAO reviewed relevant laws, regulations, and guidance; interviewed federal agency and state officials; and visited 33 of about 1,400 U.S. industrial facilities selected based on, among other things, geographic location and type of device using the radiological source. GAO recommends, among other things, that NRC assess the T&R process to determine if it provides reasonable assurance against insider threats. In addition, GAO recommends that NNSA, NRC, and DHS review their collaboration mechanism for opportunities to enhance it, especially in the development of new technologies.

NRC isresponsible for regulating thecommercial use of sealed sources andhas relinquished its regulatory authorityto 37 states, known as AgreementStates. In 2008, NNSA established aprogram to provide security upgradesto U.S. hospitals and medical facilitiesthat use radiological sources.GAO was asked to determine (1) theextent to which NRC's requirementsensure the security of radiologicalsources at U.S. medical facilities and(2) the status of NNSA's efforts toimprove the security of sources atthese facilities. Book excerpt: This publication summarizes the reviewed information distributed in previous IAEA publications and provides an up to date, overall picture of the management of disused sealed radioactive sources (DSRS) based upon the current status and trends in this field. It incorporates the most recent experience in source management, including newly developed techniques used for DSRS conditioning and storage. Problems encountered and lessons learned are also highlighted in the publication in order to help avoid the mistakes commonly made in the past in managing disused sources.

Book Nuclear Regulatory Commission Challenges Facing NRC in Effectively Carrying Out Its Mission

Download or read book Nuclear Regulatory Commission Challenges Facing NRC in Effectively Carrying Out Its Mission written by Jim Wells and published by DIANE Publishing. This book was released on 2009 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: The NRC has the regulatory responsibility to ensure that the nation¿s 103 commercial nuclear power plants are operated in a safe and secure manner. Safety issues have arisen that threaten the credibility of NRC¿s regulation and oversight. The terrorist attacks on 9/11 focused attention on the security of commercial nuclear power plants, while safety concerns were heightened by shutdown of the Davis-Besse nuclear power plant in 2002, and the discovery of missing or unaccounted for spent nuclear fuel at 3 nuclear power plants. This testimony: summarizes audit findings as of 2005 and recommend. for improving NRC activities; and presents challenges NRC faces in being an effective and credible regulator of the nuclear power industry.
