Book excerpt: The International Atomic Energy Agency (IAEA) has the dual role of promoting the peaceful uses of nuclear energy and verifying that nuclear materials under its supervision are not diverted to military purposes (safeguards). Since 1958, in promoting the peaceful uses of nuclear energy through its technical cooperation program, IAEA has provided technical assistance to its member states by supplying equipment, expert services, and training that support the upgrading or establishment of nuclear techniques and facilities. Although the United States does not receive technical assistance, it has been the leading financial donor to IAEA'5 technical cooperation program. In March 1997, we reported to you on IAEA's technical assistance for Cuba, including assistance for the partially completed Cuban nuclear power reactors whose construction is suspended. As requested, this report examines (1) the purpose and effectiveness of IAEA's technical cooperation program, (2) the cost of U.S. participation in IAEA'5 technical cooperation program, and (3) whether the United States ensures that the activities of IAEA's technical cooperation program do not conflict with U.S. nuclear nonproliferation and safety goals.

Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. The distinguished contributors, all known for their long-standing interest in getting better control of the threats posed by nuclear weapons and reactors, discuss what we can learn from past successes and failures and attempt to identify the key ingredients for a road ahead that can lead us toward a world free of nuclear weapons. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.

Book excerpt: The Chairman of the Senate Committee on Governmental Affairs asked the United States General Accounting Office (GAO) to review the safeguards and nuclear power plant safety programs of the International Atomic Energy Agency (IAEA). This report examines (1) the effectiveness of IAEA's safeguards program and the adequacy of program funding, (2) the management of U.S. technical assistance to the IAEA's safeguards program, and (3) the effectiveness of IAEA's program for advising United Nations (UN) member states about nuclear power plant safety and the adequacy of program funding. Under its statute and the Treaty on the Non-Proliferation of Nuclear Weapons, IAEA is mandated to administer safeguards to detect diversions of significant quantities of nuclear material from peaceful uses. Because of limits on budget growth and unpaid contributions, IAEA has had difficulty funding the safeguards program. IAEA also conducts inspections of facilities or locations containing declared nuclear material, and manages a program for reviewing the operational safety of designated nuclear power plants. The U.S. technical assistance program for IAEA safeguards, overseen by an interagency coordinating committee, has enhanced the agency's inspection capabilities, however, some weaknesses still exist. Despite financial limitations, IAEA is meeting its basic safety advisory responsibilities for advising UN member states on nuclear safety and providing requested safety services. However, IAEA's program for reviewing the operational safety of nuclear power plants has not been fully effective because the program is voluntary and UN member states have not requested IAEA's review of all nuclear reactors with serious problems. GAO believes that IAEA should have more discretion in selecting reactors for review.

Book excerpt: Too often, our focus on the relative handful of countries with nuclear weapons keeps us from asking an important question: Why do so many more states not have such weapons? More important, what can we learn from these examples of nuclear restraint? Maria Rost Rublee argues that in addition to understanding a state's security environment, we must appreciate the social forces that influence how states conceptualize the value of nuclear weapons. Much of what Rublee says also applies to other weapons of mass destruction, as well as national security decision making in general. The nuclear nonproliferation movement has created an international social environment that exerts a variety of normative pressures on how state elites and policymakers think about nuclear weapons. Within a social psychology framework, Rublee examines decision making about nuclear weapons in five case studies: Japan, Egypt, Libya, Sweden, and Germany. In each case, Rublee considers the extent to which nuclear forbearance resulted from persuasion (genuine transformation of preferences), social conformity (the desire to maximize social benefits and/or minimize social costs, without a change in underlying preferences), or identification (the desire or habit of following the actions of an important other). The book offers bold policy prescriptions based on a sharpened knowledge of the many ways we transmit and process nonproliferation norms. The social mechanisms that encourage nonproliferation-and the regime that created them-must be preserved and strengthened, Rublee argues, for without them states that have exercised nuclear restraint may rethink their choices.

Much of this material is found in a key nuclear weapon component known as a pit. The DoE plans to dispose of at least 34 metric tons of plutonium by fabricating it into mixed oxide (MOX) fuel for domestic nuclear reactors. To do so, two facilities are being constructed -- a MOX Fuel Fabrication Facility and a Waste Solidification Building. This report assessed the: (1) cost and schedule status of the construction projects; (2) status of NNSA's plans for pit disassembly and conversion; (3) status of NNSA's plans to obtain customers for MOX fuel; and (4) actions to provide independent nuclear safety oversight. Book excerpt: This book makes a case for a reorientation of the nuclear nonproliferation regime, posing an alternative conceptualization of nuclear order centered on the regional level. It draws on an array of theoretical tools from the literatures on regionalism, security governance, and international institutions, developing a framework that analyzes the conditions that would allow for more robust regional nuclear cooperation. These include the presence of (1) institutional architecture, (2) political, economic, and military relations among states, and (3) fundamental regional awareness and identity. Wan then deploys this theoretical approach to several case studies, including Northeast Asia, Southeast Asia, and the Middle East, focusing on two interrelated questions. First, what is the viability of a stronger regional nuclear order in the region? Second, what form would such an order most likely take? In the process, the book identifies the magnitude and character of the proliferation challenge specific to each region. It also considers the existing character of nuclear cooperation at the regional level. Wan presents the historical development of regional nuclear order in Latin America as a model for the rest of the world. In this area, regional institutions—ranging from organizations to dialogues to ad hoc arrangements—gradually became more involved across economic, environmental, and human security domains, providing the foundation for multilateral cooperation in the nuclear arena. As his analysis shows, in light of the contemporary proliferation landscape, the establishment and strengthening of such regional nuclear orders is essential.
