Book excerpt: The handling of actinides and actinide-based materials provides significant technological challenges due to the toxicity and radioactivity associated with these materials. These challenges are particularly apparent in the nuclear power industry. Under normal operation, a reactor can produce a significant amount of spent fuel requiring subsequent containment for geologic times, and under accident conditions it can release lethal doses of radioactive material to the environment. Inevitably, radioactive material will enter the environment, necessitating as complete an understanding as possible of its behavior. An understanding of the interaction between actinides and the environment must be based on a knowledge of their basic physical and chemical properties. To date, although there is general agreement on the principles for waste disposal, no facility has been built for the long term disposal of high level radioactive waste from either normal reactor operations or from accidental catastrophes. This makes it most important for the scientific and technical community to develop the necessary cross-disciplinary understanding that will help us implement safe and secure waste management, accident remediation and accident prevention systems.

Since the criticality aspects for some of these nuclides differ in important respects from those of the most common fissile nuclides, 23592U, and 23994Pu, a new term, ''fissible'' was recently proposed in nuclear engineering to help distinguish differences. Activation energies for fission have been calculated for 41 of the actinide isotopes which are grouped according to four types of nuclides, those with even-Z, even-N, odd-Z, odd-N, odd-Z, even-N, and even-Z, odd-N. With the possible exception of 23792U, all fissible isotopes listed have even N. The activation energy for fission is less in the case of the even-Z, even-N isotopes, but almost without eception it is the odd-N isotopes that undergo fission with thermal neutrons and which constitute the principal criticality problem. This paper reviews the criticality and fissionability aspects of the fissile and fissible actinide isotopes. The criticality of aqueous mixtures of fissile and fissible isotopes also is briefly discussed, including limits for criticality control.

Work of this nature was performed by participants in an IAEA coordinated research project (CRP) formulated in 2005 to produce an updated decay data library of important actinides recommended for adoption in various nuclear applications. The specific objectives of this project were to improve the accuracy of heavy element and actinide decay data in order to: determine more accurately the effects of these recommended data on fission reactor fuel cycles; aid in improved assessments of nuclear waste management procedures; provide more reliable decay data for nuclear safeguards; assess with greater confidence the environmental impact of specific actinides and other heavy element radionuclides generated through their decay chains; and extend the scientific knowledge of actinide decay characteristics for nuclear physics research and non-energy applications.
