Re-starting the Yongbyon facilities opens up a possible North Korean intent to stage a "nuclear breakout" of its nuclear program and openly produce nuclear weapons. North Korea's actions follow the reported disclosure in October 2002 that North Korea is operating a secret nuclear program based on uranium enrichment and the decision by the Korean Peninsula Energy Development Organization (KEDO) in November 2002 to suspend shipments of heavy oil to North Korea. North Korea claims that it has nuclear weapons and that it has completed reprocessing of 8,000 nuclear fuel rods. U.S. officials in 2004 stated that North Korea probably had reprocessed most or all of the fuel rods and may have produced 6-8 atomic bombs from them. The main objective of the Bush Administration is to secure the dismantling of North Korea's plutonium and uranium-based nuclear programs. With stunning rapidity, Washington and Pyongyang unraveled close to a decade of painfully crafted diplomatic arrangements designed to prevent full-scale nuclear weapons development on the Korean Peninsula. By year's end, both countries had walked away from their respective commitments under the U.S.-DPRK Agreed Framework of October 1994, the major bilateral accord negotiated between Washington and Pyongyang during the 1990s. North Korea finalized its break with the earlier agreement by announcing its immediate withdrawal from the Nuclear Nonproliferation Treaty (NPT) on 10 January 2003, becoming the first nation ever to withdraw from the treaty, simultaneously severing all nuclear inspection arrangements with the International Atomic Energy Agency (IAEA). The abrupt collapse of the Agreed Framework, in the absence of alternative arrangements to constrain North Korea's nuclear weapons potential, triggered major international concern over the longer-term consequences for the global nonproliferation regime. The renewed confrontation between the United States and North Korea also exacerbated the most serious tensions in the fifty-year history of the U.S.-Republic of Korea (ROK) alliance, quite possibly laying the groundwork for a major regional crisis unparalleled since the Korean War. Though a worst-case scenario is not inevitable, a peaceful outcome that prevents an avowed DPRK nuclear weapons capability seems far from assured, and an agreement acceptable to both states that would supplant the discarded 1994 agreement remains out of reach.

However, they have lacked the economic, political, and conventional military means to achieve that dominance, having instead come to rely on their nuclear weapon and ballistic missile programs, Today, North Korea's nuclear weapons pose an existential threat to the ROK, and they might soon pose a serious threat to the United States; even a few of them could cause millions of fatalities and serious casualties if detonated on ROK or U.S. cities. The major ROK and U.S. strategy to moderate this threat has been negotiating with North Korea to achieve denuclearization, but this effort has failed and seems likely to continue tailing. North Korean leader Kim Jong-un, despite committing to denuclearization, has continued his nuclear weapon buildup. The authors of this Perspective argue that there is a growing gap between North Korea's nuclear weapon threat and ROK and U.S. capabilities to defeat it. Because these capabilities will take years to develop, the allies must turn their attention to where the threat could be in the mid to late 2020s and identify strategies to counter it. Doing this will help establish a firm deterrent against North Korean nuclear weapon use. The authors conclude that North Korea will be most deterred if it knows that any nuclear weapon use will be disastrous for the regime-that these weapons are a liability, not an asset. Book jacket.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead.
