Sans doute les grandes plaines de la Pologne et de la Russie ne présenlmt point d'autr3s obstacles que leurs foréls, leurs lleaves, leurs marécages; mais les mers qu'ellesunissent, la Baltique et le l'ont-eaxin, sont des réservoirs presque fermés, ne se rattachant qu'indirectement au grand commerce du monde. Vers le centre de l'europe, entre l'estuaire de l'elbe et le golfe Adriatique, les mers opposées se vqproclwnt de nouveau, et l'on sait, par l'histoire de Venise et des villes hanséatiques, de quelle importance est ce lait géograplnicpre dans le mouvement des échanges et des idées; mais la haute muraille des Alpes vénitiennes et les montagnes du centre de l'alle magne, quoique plus basses, sont des obstacles sérieux qu'il a été difficile de surmonter. En F 'anc0, au contraire, les voies naturelles ouvertes de fleuve fleuve, la porte de Belfort, entre le Rhône et le Rhin, les cols dela Bourgogne, entre la Saône et la Seine, le seuil de Nauroaw, entre l'aude et la Garonne, sont larges et de l'accès le plus facile; les chemins qui les traversent pour se rendre d'une mer à l'autre mer ont été de tout temps de grandes routes de commerce et de migration. C'est en France que s'abaisse définitivement l'arète médiane du continent; au point de vue orographique, on peut dire que l'europe finit à la base des Cévennes. Aussi la France est-elle devenue historiquement la terre où les races du Nord se sont unies à celles du Midi, où la civilisation méditerranéenne est venue se croiser avec les éléments de culture celtiques et germains. Les grandes dia gonales du continent, de l'allemagne à la péninsule Ibérique et de l'italie a' l'angleterre, rencontrent sur cette terre privilég1ee la ligne de jonction des deux mers et contribuent faire de la France un centre nécessaire, un noeud de vibration de tous les mouvements qui agitent l'europe occidentale. Relativement à la terre entière, la France occupe une situation matérielle peut-ètre moins heureuse que l'espagne et les îles Britanniques, puisque ces deux contrées ont dû à leur position à l'extrémité de l'europe, l'une d'avoir pu jadis découvrir et conquérir le Nouveau - Morale, l'autre d'ètre le grand marché des peuples; mais la France est beaucoup mieux située pour servir à l'élaboration générale des idées européennes.
