Book excerpt: Published in conjunction with Flaka Haliti's solo presentation conceived for the Kosovo Pavilion at the 56th Venice Biennale, this book continues the artist's invitation to encounter a visual field in which territorial boundaries are referenced and mediated by the sensory. Through the use of a saturated blue color altered by light and demarcated by architectural forms, the installation at the Venice Biennale reflects on the salient concept of the border. The United Nations building in Pristina was a point of departure for the exhibition, as Vanessa Joan Müller backgrounds in her essay on the project, as well as relating to concerns of the threshold and the horizon line: "Concatenated concrete pylons form a tall, compact barrier which separates the UN building at the city limits from that very city. The concrete of the barriers was painted on the outside to downplay the appearance of a military safety zone. Different shades of blue." The conversation between Markus Miessen and Haliti in the book tracks topics from migration to subjectivity, material states in relation to the digital and the status of internationalism. Haliti's approach is to recontextualize these politics into a spatial and visual abstraction. The accompanying book follows through on the exhibition's experience of place and the notion of the horizon as emblems of both possibilities and limitations; bounded by a deep blue, pages have been set as color fields and the typography of the texts shift in scale. The book concerns itself with the historical conditions in which a radically new mode of artistic production, distribution, and consumption – called "contemporary art" – emerged in some countries of Eastern Europe, the post-Soviet republics of the USSR, India, Latin America, and the Middle East, following both local and broader sociopolitical processes of modernization and neoliberalization. Its main argument is that one cannot fully engage with the idea of the "global contemporary" without also paying careful attention to the particular, local, and/or national symptoms of the contemporary condition. Part I is methodological and theoretical in scope, while Part II is historical and documentary. For the latter, a number of case studies address the emergence of the category "contemporary art" in the context of Lebanon, Egypt, India, Hungary, Slovenia, Croatia, Bosnia and Herzegovina, Armenia, and Moldova. Book excerpt: This volume is driven by the conviction that the key to the establishment of stable liberal democracy anywhere in the world and, in this case, in Kosovo lies in the completion of three interrelated tasks: first, the creation of effective political institutions, based on the principle of the separation of powers (including the independence of the judiciary); second, the promotion of the rule of law; and, third, the promotion of civic values, including tolerance or ethnic/religious/sexual minorities, trust, and respect for the harm principle. In fact, there are problems across all three measures, including with judicial independence, with the rule of law, and with civic values. On the last of these, research findings show that the citizens of Kosovo rank extremely low on trust of other citizens, low on engagement in social organizations, and tolerance of gays, lesbians, and atheists, but high on trust in the political institutions of their country and in pride of their newly independent state.

Of the 600,000 refugees who sought shelter from Franco's tyranny in the relative security of Republican-controlled eastern Spain, more than 200,000 were children. The Republic responded to this crisis by establishing colonias infantiles (children's colonies), often in country estates and mansions that had been abandoned by fascist sympathizers. In these colonies, the young refugees -- many of them orphaned or sent by their parents to safety -- received schooling and medical care, kept each other company, and produced thousands of drawings that serve as a moving, collective testimony of the experience of being a child in wartime. Companion to a major traveling exhibition, They Still Draw Pictures collects and comments on a cross-section of the children's art produced in the colonias infantiles. Born of the trauma of exile and separation, the drawings are invaluable historical documents, giving physical form to the children's experiences of air raids, brutality, destruction, and homelessness. These pictures also represent daily life in the colonies and preserve the children's clear memories of life before the war and hope for life after it. They are supplemented by a smaller selection of drawings from later wars. "Once I drew like Rafael, " Picasso said, "but it has taken me a lifetime to draw like a child." Deceptively transparent, these drawings speak with a poignant immediacy of war's consequences for its youngest victims.
