Book excerpt: This book examines the emergence of authoritarian populist regimes, analyzing Brazil as a case study. The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses. This book will appeal to students, scholars, and researchers of political science and public policy, interested in a better understanding of de-democratization by social policy dismantling.

With much of the contemporary education practice either taking place or being documented digitally, a huge amount of data is constantly being collected and analysed to give sophisticated and up-to-date accounts of education practice in contemporary societies. Such 'datafication' of education, mediated through technology, gives rise to what the author defines as 'digital governance' of education – a transnational assemblage of people, technologies and policies that increasingly affects how national education systems are organized and managed. Paolo Landri argues that the emergence of digital governance is closely related to the new wave of standardization in education, exemplified by the shift towards what is measurable (for example focus on 'learning outcomes') and towards transparency in education practice - a shift that is both facilitated and augmented by digital technologies. The author places the digital governance of education within the framework of Europeanization of education, exploring how it contributes to the creation and regulation of European education arena through consolidation of digital space and tools introduced in this process (such as guidelines, country reports and online dashboards). Adopting a sociomaterial approach to education policy and drawing on actor-network theory, Paolo Landri uses empirical data to investigate how the digitization of education policy and practice is occurring in Italy, and to what extent it contributes to the growth of the digital governance of education. Pointing out the variety of risks and opportunities, he indicates future directions of critical research and the wider international implications of this global trend.

The number of undernourished people increased for the third consecutive year reaching 39.3 million, 6.1% of the population. The social and economic inequalities that characterize the region aggravate the problem of malnutrition. Vulnerable groups, such as the population living in poverty, children, women, indigenous peoples and rural inhabitants, tend to experience more severe problems of hunger and malnutrition. Inequality of malnutrition is also seen in gender. The problems of malnutrition in the region are the result of the profound changes that have affected its food systems, which determine the quantity, quality and diversity of food available for consumption, a transformation that has been driven by growing urbanization, changes in diets and new ways of producing and processing food. The solution to the problems of hunger and malnutrition in the region requires changes to its food systems.
