To promote youth leadership and more inclusive politics, youth organizations in Nigeria mobilized successfully for a constitutional reform to lower the eligibility age to run for political office. In this paper, we draw on global data to assess whether lower eligibility ages will in fact lead to higher levels of youth participation. We find that lower age requirements positively affect the representation of the youngest and next youngest cohorts in parliament. We draw on qualitative interviews and gender literature to theorize that lower age limits have immediate and longer-term "mobilizing effects", shifting the calculations of potential candidates in terms of the age at which they first decide to run for office

For today's teenagers and young adults, years of ineffective and inefficient political leadership have completely eroded any sense that politicians or government have the ability to do good or effect positive change. Worse, the mean-spirited, dysfunctional political system that has come to characterize American politics has turned young people off to the idea of running for office. With more than 500,000 elected positions in the United States, what will happen when this generation is expected to take the reins of political power? Through an original, national survey of more than 4,000 high school and college students, as well as more than 100 in-depth interviews, Jennifer L. Lawless and Richard L. Fox find that young Americans feel completely alienated from contemporary politics and express little ambition or aspiration to run for office in the future. The overwhelming majority see nothing particularly noble about those currently in office, viewing most as dishonest, self-interested, and disinterested in helping their constituents. These young people want to improve their communities and enact change in the world; but they don't think politics is the way to achieve these goals. In fact, they look disdainfully upon the prospects of growing up to be a mayor, governor, senator, or even president of the United States. Running from Office explores young people's opinions about contemporary politics and their political ambition (or lack of it). The book paints a political profile of the next generation that should sound alarm bells about the long-term, deeply embedded damage contemporary politics has wrought on U.S. democracy and its youngest citizens. As disheartening as their conclusions sound, Lawless and Fox end with practical suggestions for how new technologies, national service programs, and well-strategized public service campaigns could generate political ambition in young people. Today's high school and college students care deeply about improving the future, and it's not too late to ensure that they view running for office as an effective way to do so.

Book excerpt: Officeholders in contemporary parliaments and cabinets are more likely than not to be male, wealthy, middle-aged or older, and from the dominant ethnicity, whereas young adults have an insufficient presence in political office. Young adults—those aged 35 years or under—comprise a mere ten percent of all parliamentarians globally, and three percent of all cabinet members. Compared to their presence in the world’s population, this age group faces an underrepresentation of one to three in parliament and one to ten in cabinet. In this book, Stockemer and Sundström provide a holistic account of youths’ marginalization in legislatures, cabinets, and candidacies for office through a comparative lens. They argue that youths’ underrepresentation in political office constitutes a democratic deficit and provide ample evidence for why they think that youth must be present in politics at much higher rates. They further embed this book within what they label a vicious cycle of political alienation, which involves the declining political sophistication of the young, their waning electoral participation, and their insufficient of representation in office. Empirically, the authors combine a global focus with in-depth studies, discussing the country-level, party-level, and individual-level factors that bar young adults’ entry to positions of political power. This is the first comprehensive book on youth representation and it has relevance for those broadly interested in issues of representation, democracy, inequality, and comparative politics.

Based on data from the Citizen Political Ambition Study, a national survey conducted on almost 3,800 'potential candidates', we find that women, even in the highest tiers of professional accomplishment, are substantially less likely than men to demonstrate ambition to seek elected office. Women are less likely than men to be recruited to run for office. They are less likely than men to think they are 'qualified' to run for office. And they are less likely than men to express a willingness to run for office in the future. This gender gap in political ambition persists across generations. Despite cultural evolution and society's changing attitudes toward women in politics, running for public office remains a much less attractive and feasible endeavor for women than men.
