Book excerpt: This document reports the Northern Territory Primary Assessment Program (Australia), which monitors student achievement in reading and mathematics in grades 5 and 7 in urban primary schools and grade 5 to post-primary in Aboriginal schools. The aim of the program is to provide teachers with a set of assessment materials and provide information regarding the academic achievement of students at the end of primary schooling. This study focused on the operation of the program in schools and the perceptions of teachers and other personnel involved with the program. Data were collected by a questionnaire-survey of 185 teachers and school visits to 19 urban schools and 10 rural Aboriginal schools. Results of the study indicate the following: (1) many teachers have little understanding or knowledge of the program; (2) some schools have incomplete sets of materials; (3) teachers expressed doubts about the relevance of certain program materials for classroom use; and (4) only about half of all Aboriginal schools participate in the program. In schools where the program has been properly implemented it makes a valuable contribution; therefore, active participation must be ensured for all schools to take advantage of the program's potential. Appendices include procedures for improving test item quality, interview schedules, sample questionnaires for urban and Aboriginal schools, and a sample program evaluation form. (LP)

Book excerpt: This report describes the aggregated reading and mathematics performances of students in years 5 and 7 in urban Northern Territory (Australia) schools on the Primary Assessment Program (PAP) tests. The aggregated results are encouraging, with apparent gains in some reading tests over the preceding year, and no evidence of decline in the others. Reading-test results indicate that the majority of students in years 5 and 7 are well able to read and comprehend texts considered suitable to their levels. There is evidence that boys marginally outperformed girls in the measurement strand of mathematics. On all reading tests, girls outperformed boys. Results of the mathematics tests indicate that students find these somewhat more difficult than the reading tests, with the average mark for both years at approximately 55 percent. Test results of urban self-identified Aboriginal students indicate that, on average, their achievement levels are well below those of non-Aboriginal students. Fourteen tables, 11 figures, and 42 graphs illustrate student achievement results. Six appendixes contain information about the test construction and validation process and comparative performances of various groups. A glossary is attached. (SLD)

The program monitors achievement in reading and mathematics in urban and Aboriginal schools in the Northern Territory (Australia). It provides feedback to schools on the performance of their students in basic skills and provides indicators of performance for public reporting. Since 1986 tests have been administered in reading, writing, and mathematics for urban and Aboriginal schools annually. The target groups were students at grade 5 and 7 in urban schools and grades 5 to post-primary in Aboriginal schools, and students of secondary-aged Community Education Centres. The following results were generated by the study: (1) grade 5 students in urban schools found the mathematics test relatively easy, with 38% of all questions falling in the easy category compared to 25% in the very difficult category; (2) grade 7 students in urban schools found the mathematics test relatively difficult, 17% of all questions were in the easy category compared to 32% in the very difficult category; (3) results of the mathematics questions for students in Aboriginal schools were well distributed in three categories of difficulty; (4) students in grades 5 and 7 in urban schools did not find the reading tests difficult; and (5) Aboriginal students found the reading tests to be moderately difficult. This report provides tables and graphs presenting the percentage of correct answers for each test item, distribution of test scores, and means for subtests. Book excerpt: This report presents the results and sample items of a reading test and a mathematics test administered to Year 5 and Year 7 primary level students in 1989 in the Northern Territory of Australia. The Primary Assessment Program (PAP) monitors achievement in English and Mathematics in urban schools. All students in Years 5 and 7 are tested in reading and mathematics each year. Writing is assessed by analyses of teacher-assessed sample scripts sent in from schools. Diagnostic information and trend analysis data are extracted for use by both the school and system. A forward notes that data from 1988 and 1989 provide convincing evidence that standards are being maintained and that there was a significant improvement in the achievement of Year 7 students in mathematics. Chapter 1 describes the PAP covering the nature of the materials and reporting of results. Chapter 2 offers results of the Year 5 mathematics test. Chapter 3 details results of the Year 7 mathematics test. Chapter 4 covers results of the Year 5 reading test. Chapter 5 contains results of the Year 7 reading test.
