For example, all economic operators placing packaging onto the EU market are responsible for its proper management and recovery. However, in general, the collection and treatment of urban waste is the responsibility of local authorities. It has therefore been necessary to establish a system of financial compensations between producers and waste management operators. Analysing the legal and institutional schemes of several member states and accounting for all the costs and benefits to their local authorities due to selective collection and sorting, this book provides an accurate illustration of how the EPR principle has be translated into practice. Firstly the authors examine whether the industry is paying for the net financial cost of 'preparation for recycling' activities or if the extra-costs of recycling are being recovered via the sale of sorted materials, by the consumer through higher prices or by citizens in general through higher taxes. Secondly, by monetizing the net environmental benefits attained with the recycling system, the book discusses the success and Value-for-Money (VfM) of the EU’s recycling policy. In other words: what is the economic rate of return of the enhanced environmental protection achieved due to the fulfilment of recovery and recycling targets?

Book excerpt: The Committee on Radioactive Waste Management (CoRWM) acts as an independent body to advise and scrutinize the work of the Nuclear Decommissioning Authority (NDA), responsible for implementing the Managing Radioactive Waste Safely (MRWS) strategy for the long-term management of radioactive waste: disposal in a deep geological repository, along with a robust interim storage strategy. This report focuses on how CoRWM has performed since 2007 and considers whether its remit has proved appropriate. CoRWM has produced three reports, covering the main strands of the MRWS programme: geological disposal, interim storage, and research and development. The Government has responded positively to many of CoRWM's recommendations. But the Committee is concerned that neither the Government nor CoRWM give the impression of having any sense of urgency. CoRWM could play a more active role in driving forward the MRWS programme through scrutinising, and if necessary reporting on, the Government's progress.The Government should publish clear policy milestones for all aspects of the MRWS programme, include an assessment of their progress against these milestones in an annual report which should also set out the progress the Government has made in meeting the recommendations made by CoRWM in their reports. CoRWM should also provide advice to Government on any draft (as well as established) policies that have implications for the management of radioactive waste. CoRWM's current membership includes an appropriate range of scientific expertise, but it should contain more members with experience of business and practical on-site operations and engineering.

Book excerpt: The Energy Act 2004 requires the Nuclear Decommissioning Authority (NDA), a non-Departmental body, to review and publish its strategy at least every five years. This document also presents the outcome of the NDA's review of the first Strategy published in 2006. This revised Strategy sets out the NDA's strategic direction and mission. The core objective of the NDA is to ensure that the historic civil public sector nuclear legacy sites are decommissioned safely, securely, cost effectively and in ways that protect the environment. As part of this, the NDA is required to operate existing commercial activities and meet current contracts, using revenues generated to offset spend on decommissioning. Much of the original strategy therefore remains the same but the UK Government policy on nuclear energy has changed and a new reactor programme is now envisaged for England and Wales. The decommissioning programme itself has an estimated cost of £45.1 billion. The Strategy can be divided into the following groups: (1) Site restoration - which defines the approach to decommissioning redundant facilities and management of contamination; (2) Spent fuels - which is managing the diverse spent nuclear fuels; (3) Nuclear materials - consists of dealing with the inventory of uranics and plutonium, stored at some site; (4) Integrated Waste Management - concerns the management of all forms of waste arising from operating and decommissioning sites; (5) Business Organisation - looks at maximising commercial income, using assets and capabilities to reduce decommissioning costs; (6) Critical Enablers - seeks to support the NDA's overall mission. The publication is divided into five chapters focusing on these issues, with appendices. The Strategy is effective from April 2011.
