Book excerpt: This book provides an analytical framework for understanding how the concept of quality peace can be used to evaluate post-conflict peacebuilding, using social science, statistics, and case studies. Including contributions from more than 20 researchers and practitioners, it argues that the quality of the peace in a post-conflict state relates to the extent to which peace accords are implemented, the agreed-upon mechanism for the non-violent resolution of the conflict, and the available social space for civil and political actors. To arrive at the concept of 'quality peace', the authors evaluate the existing literature and identify a lack of a satisfactory means of measuring outcomes, and consequently how these might be researched comparatively. The volume problematizes the 'quality peace' concept as a way to understand the origins of armed conflict as well as problems deriving from the conflict dynamics and the need for social, political, and economic changes in the post-conflict periods. The book emphasizes five dimensions as crucial for quality peace in a post-accord society. Negotiations and agreements not only aim at avoiding the return of war but also seek to: (1) promote reconciliation, (2) develop mechanisms for resolving future disputes, (3) provide for reliable security, (4) open economic opportunities for marginalized segments of the population, and (5) generate space for civil society. These five dimensions together provide for quality peace after war. They are studied in the context of internal armed conflicts in which multiple parties have signed a peace agreement. This book will be of great interest to students of peace and conflict studies, civil wars, global governance, security studies, and International Relations in general.

Book excerpt: This book examines the role played by one important external stakeholder, Atlantic Philanthropies, a limited-life foundation, in helping to build peace and promote reconciliation in Northern Ireland. Northern Ireland is now referred to as a post-conflict society largely due to the absence of political violence and relatively stable political institutions. These are necessary but insufficient conditions for what Galtung has described as ‘positive peace’, which requires a more fundamental review of the structural inequalities that contributed to the conflict in the first place. Using detailed case studies the authors illustrate the role played by voluntary and community sector groups, funded by Atlantic Philanthropies, in influencing the public policy agenda and securing long term systemic changes. They also critique the work of Atlantic as a ‘pay to play’ organization whose original mission moved from funding the higher education sector on the island of Ireland to become a key foundation with a significant role in the peace process.

Book excerpt: The public sector's relationship with the Voluntary & Community Sector is complex. This has contributed to over-bureaucratic, disproportionate and risk-averse approaches to monitoring of funding and lack of focus on what is actually being delivered. The need to change this has been clear for years; many good practice guides and statements of principles have been in place over the years but have not been applied consistently by public bodies and the Sector. The Concordat between Government and the Sector offers another opportunity for a fresh start. However, it must go beyond fine words; there needs to be a concerted effort by all public bodies and Sector organisations to actively implement and live by its values and principles. The Committee expects to see tangible evidence of improvements. These need to be based on practical actions aimed at reducing the level of bureaucracy through the adoption of proportionate monitoring and audit; focus on outcomes; and ensuring funding is agreed and payments released to organisations on a timely basis. The Department for Social Development (DSD) has an important role to play in this context. However, the recommendations from this report are not only for DSD; they are for all departments and public bodies. It is evident to the Committee that there is an urgent need for a joined-up approach, particularly in relation to funding

Book excerpt: The voluntary and community sector receives substantial support from public funds: in the six years to March 2010, public bodies in Northern Ireland made some 14,500 offers of assistance to voluntary and community organisations totalling £1.34 billion. The report draws on a number of case studies to highlight the issues faced by the Sector in dealing with public bodies. MENCAP, with a multiplicity of funding arrangements, considers that the funding relationship between it and these funders could be substantially improved if one organisation would take on a 'lead funder' role, carried out risk assessments and provided assurances, that other funders could take reliance from and reduce the extent of their monitoring and audit. In contrast, Shelter NI has had a very positive experience in working with the Housing Executive. The report also highlights the benefits of long-term funding arrangements, which provide greater stability for organisations. Yet funding arrangements like this are not as wide-spread as they should be. The report also recognises that where the sector provides public services, it is legitimate for it to be fairly funded through including relevant elements for both direct and overhead costs. Pressures on both funders and the voluntary and community sector will continue to increase, but this provides an opportunity for the public sector to assess its priorities and funding of the sector, and for the sector to reflect on its sustainability and the potential for rationalisation.
