Book Tourism in Northern Ireland and its economic impact and benefits

Download or read book Tourism in Northern Ireland and its economic impact and benefits written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2007-03-15 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the nature of tourism in Northern Ireland, its impact on and importance for the overall economy, and the effectiveness of measures taken by Government and other relevant agencies to develop, promote and support the marketing of Northern Ireland as a tourist destination. The Committee's recommendations are addressed to the Northern Ireland Office (which took back responsibility for tourism in Northern Ireland when the power-sharing executive was suspended in October 2002) but if a power-sharing executive is re-established then responsibility for tourism will revert to the restored Executive and, accordingly, responsibility for scrutiny of this policy area would revert to the Committees of a restored Assembly. The Committee's report makes 27 recommendations to help Northern Ireland maximise its tourist potential, and concludes that if government recognises the enormous economic impact of tourism, and if private enterprise in co-operation with statutory bodies can develop this recognition into a coherent strategy, there is no reason why the success of tourism in the Republic of Ireland should not be replicated in Northern Ireland to the advantage of the whole island of Ireland and with Northern Ireland itself enjoying an equivalent status to Scotland and Wales as a UK tourist destination.

Book Fuel laundering and smuggling in Northern Ireland

Download or read book Fuel laundering and smuggling in Northern Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2012-03-27 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee recognises the commitment and effort of individual HMRC officers in the fight against fuel crime in Northern Ireland, but says that as HMRC was allocated an additional £917 million in 2010-11 to bear down on tax avoidance and evasion across the UK, it should make a more concerted effort to eradicate the problem in Northern Ireland, where it is most prevalent. There is particular disappointment in the lack of progress on developing new "markers": chemicals added to fuel to mark it out as rebated, which are removed to enable it to be fraudulently sold at higher prices. Northern Ireland is estimated to have lost £70 million in 2009-10. Only five years ago this figure was as high as £250 million but fuel fraud remains a particularly serious problem for Northern Ireland. While 4% of diesel sold in GB is thought to be illicit, in Northern Ireland the comparable figure is estimated to be 12%. District councils in Northern Ireland foot the bill for cleaning up the harmful wastes left by laundering - about £330,000 in the last five years. The problem is also particularly acute in Northern Ireland because of links between organised criminal gangs and paramilitaries. The Committee is concerned at the apparent limited success of assets recovery as a deterrent. This lack of deterrence is exacerbated by the poor record for imposing custodial sentences in Northern Ireland. Between 2001 and 2009, only four people received custodial sentences for fuel fraud in Northern Ireland

Book Implementation of the Armed Forces Covenant in Northern Ireland

Download or read book Implementation of the Armed Forces Covenant in Northern Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by Stationery Office. This book was released on 2013-07-17 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Northern Ireland Affairs Committee says the UK Government must identify any shortfalls in the provision of services to the Armed Forces Community in Northern Ireland, and report on how these will be met. The Committee also calls for closer engagement between the UK Government and Northern Ireland Executive on support for the Armed Forces Community. The inquiry found that due to devolution, variations exist across the regions of the UK as to how health, housing and education services are provided. There are some specific benefits for the armed forces community that exist in Great Britain but are not available in Northern Ireland, such as improved access to IVF treatment, priority in accessing NHS healthcare, additional priority in accessing social housing, and certain educational entitlements.

Book The Report of the Consultative Group on the Past in Northern Ireland

Download or read book The Report of the Consultative Group on the Past in Northern Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2009 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Northern Ireland Affairs Committee today publishes its report on the Consultative Group on the Past in Northern Ireland Report (HCP 171, session 2009-10, ISBN 9780215542687). This report concludes the Committee's inquiry into the feasibility of implementing the proposals made in the Report of the Consultative Group on the Past in Northern Ireland. The Committee reached the following conclusions, including: that Northern Ireland has not yet reached a consensus on how to move on from its recent past; also, it is not clear that Northern Ireland needs a Legacy Commission when bodies such as the Victims and Survivors Commission and the Historical Enquiries Team are already dealing in different ways with aspects of the legacy of the Troubles; that healthcare services, particularly mental health services, for those affected by the Troubles are under strong pressure; that any future Legacy Commission should be chaired, or co-chaired, by figures from Northern Ireland rather than by a foreign figurehead; that the Northern Ireland Assembly, rather than the UK Government, should ultimately be responsible for decisions on how to fund a Legacy Commission - and therefore on the width of its remit; and that clarification is required on what role the Irish Government would play in setting up such a Commission, and in particular on what financial contribution it would be expected to make.

This book was released on 2010-03-05 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Forensic Science Northern Ireland (FSNI) is the only forensic science laboratory in Northern Ireland and provides professional, independent and objective scientific expertise in support of justice. In its 220 staff it has one of the widest ranges of accredited forensic science expertise in Europe. Inspections by Criminal Justice Inspection Northern Ireland (CJINI) in 2005, 2007, and 2009, identified key areas in which FSNI needed to improve if it were to continue to survive in a changing marketplace. This report examines: staffing; accommodation; relations with the Police Service of Northern Ireland; understanding of forensic science capabilities within the justice system; devolution of policing and justice; cross-border co-operation; FSNI's independent status. The Committee calls for a more flexible recruitment process, praises the performance of FSNI in its inadequate premises, commends its co-operation with its counterpart in the Republic of Ireland and supports the continuation of its independent status.

  • Pages : 84 pages

Download or read book Air passenger duty written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2011-07-08 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Northern Ireland is unique because, as part of the UK, it has the highest rate of aviation duty in Europe but, unlike Great Britain, it shares a land border with another EU state which levies aviation duty at a minimal rate, and even that is soon to be abolished entirely. In short, why travel from Belfast International when one can take the short journey to Dublin and pay £60 per person less for their ticket? The Committee feels that, assuming that air passenger duty is not abolished for the whole of the UK, there is only one solution. That solution is to abolish APD on all flights departing Northern Ireland's airports and likewise abolish APD on direct flights into Northern Ireland from Great Britain. In that way, Northern Ireland's business, enterprise and tourist industry stands a chance of being able to compete with the Republic of Ireland

Book Cross border co operation between the governments of the United Kingdom and the Republic of Ireland

Download or read book Cross border co operation between the governments of the United Kingdom and the Republic of Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2009-06-18 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report finds that relations between the United Kingdom and the Republic of Ireland are closer than has ever been the case and that co-operative arrangements in place in the spheres of policing and law enforcement have never run more smoothly or been more effective in countering crime and bringing its perpetrators to justice. The border provides considerable opportunities for the highly experienced and inventive organised criminal gangs, frequently arisen from paramilitary groupings, that have blighted Northern Ireland's life for several decades. Criminals exploit the room opened for them by the border, such as the jurisdictional issues that arise out of having two systems of law and law enforcement operating in an area so criss-crossed with roads, streams and other crossing points. The inquiry has found many good examples of work done by the law enforcement agencies on both sides of the border. The value of institutional contacts between organisations such as the PSNI and An Garda Siochana is inestimable. Chapters in the report cover: policing and co-operation; criminal justice and co-operation; areas for closer co-operation (including scope for legislative change and sex offenders and public safety).

Book The Disruption of International Organised Crime

Download or read book The Disruption of International Organised Crime written by Angela Veng Mei Leong and published by Routledge. This book was released on 2016-03-16 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: Analyzing the structures of transnational organized crime, this book considers whether traditional mechanisms and national jurisdictions can tackle this increasing menace. Highlighting the strengths and weaknesses in the present methods of control, the book discusses the possibilities of developing more effective national and international strategies, the creation of non-legal mechanisms outside the traditional criminal justice system and the implications of 'disruption strategies'. The roles of law enforcement officers, tax investigators, financial intelligence officers, compliance officers, lawyers and accountants - in enforcing both civil and criminal sanctions on organized crime - are also considered.

This book was released on 2006-02-09 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: Secondary education in Northern Ireland is currently based on a selective system according to academic ability with the use of an 11-plus style test. However, the DfES has announced that academic selection will be ended by autumn 2008, and a consultation document published in December 2005 set out proposals for new post-primary arrangements. Although it was felt to be inappropriate to undertake a full inquiry at this late stage in the decision-making process, the Committee's report contains oral and written evidence submitted by interested parties to the debate. The Committee notes that education is a formerly devolved responsibility and states its hope that there will be scope for detailed supervision of any reforms by a restored Northern Ireland Assembly, as well as by the House of Commons.

Book Select Committee Effectiveness Resources and Powers

Download or read book Select Committee Effectiveness Resources and Powers written by Great Britain: Parliament: House of Commons: Liaison Committee and published by The Stationery Office. This book was released on 2012-11-08 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on reports from committees, evidence from outside observers and academic research, this report concludes that two years after the general election and the Wright reforms, the evidence is "broadly encouraging" - although committees face some obstacles and there is room for improvement. The "old doctrine by which ministers alone are accountable to Parliament for the conduct of their department is being stretched to implausibility and there is a need for a changed approach. It recommends that the Government engage with the Liaison Committee in a review of the relationship between Government and select committees with the aim of producing joint guidelines for departments and committees, which recognise ministerial accountability, the proper role of the Civil Service and the legitimate wish of Parliament for more effective accountability. The report also makes numerous recommendations for Committees, including: that they be forward-looking in scrutiny of departmental performance, devoting less effort to raking over the coals of past events unless there are lessons to be learnt; give more attention to the financial implications of departmental policy and how departments assess the effectiveness of their spending; experiment with different approaches to evidence-taking, broaden the range of witnesses, and make more use of commissioned research; follow up recommendations to ensure that reports have impact and report to the House at least once each Session on what has been done The Committee intends to ask the Backbench Business Committee for time for a debate in the House of Commons on a motion endorsing its conclusions and recommendations
