The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Book excerpt: Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment. We then provide profiles of the sites in each of the three countries and describe the historical context, current status and potential for more integrated landscape governance. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

As we work towards global sustainability at a time when efforts to conserve biodiversity and combat climate change correspond with land grabs by large corporations, food insecurity, and human displacement. While we seek to reconcile more-than-human relations and responsibilities in the Anthropocene, we also struggle to accommodate social justice and the increasingly global desire for economic development. These and other challenges fundamentally alter the way social scientists relate to communities and the environment. This book takes as its point of departure today’s pressing environmental challenges, particularly the loss of biodiversity, and the role of communities in protected areas conservation. In its chapters, the authors discuss areas of tension between local livelihoods and international conservation efforts, between local communities and wildlife, and finally between traditional ways of living and ‘modernity’. The central premise of this book is while these tensions cannot be easily resolved they can be better understood by considering both social and ecological effects, in equal measure. While environmental problems cannot be seen as purely ecological because they always involve people, who bring to the environmental table their different assumptions about nature and culture, so are social problems connected to environmental constraints. While nonhumans cannot verbally bring anything to this negotiating table, aside from vast material benefits that society relies on, the distinct perspective of this book is that there is a need to consider the role of nonhumans as equally important stakeholders – albeit without a voice. This book develops an argument that human-environmental relationships are set within ecological reality and ecological ethics and rather than being mutually constitutive processes, humans have obligate dependence on nature, not vice versa. This would enable an ethical position encompassing the needs of other species and giving simultaneous (without one being subordinated to another) consideration to justice for humans and non-humans alike. The book is accessible to both social scientists and conservation specialists, and intends to contribute to strengthening interdisciplinary collaborations in the field of conservation.

The Politics of Education in Developing Countries focuses on how politics shapes the capacity and commitment of elites to tackle the learning crisis in six developing countries: Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda. The problem of education quality is serious across the Global South. The Politics of Education in Developing Countries: From Schooling to Learning deploys a new conceptual framework-the domains of power approach-to show how the type of political settlement shapes the level of elite commitment and state capacity to improving learning outcomes. The domain of education is prone to being highly politicized, as it offers an important source of both rents and legitimacy to political elites, and can be central to paradigmatic elite ideas around nation-building and modernity. Of particular importance is the relative strength of coalitions pushing for access as against those focused on issues of higher quality education.
