Book excerpt: This document lists chronologically and alphabetically by name all nuclear tests and simultaneous detonations conducted by the United States from July 1945 through September 1992. Two nuclear weapons that the United States exploded over Japan ending World War II are not listed. These detonations were not "tests" in the sense that they were conducted to prove that the weapon would work as designed (as was the first test near Alamogordo, New Mexico on July 16, 1945), or to advance nuclear weapon design, or to determine weapons effects, or to verify weapon safety as were the more than one thousand tests that have taken place since June 30,1946. The nuclear weapon (nicknamed "Little Boy") dropped August 6,1945 from a United States Army Air Force B-29 bomber (the Enola Gay) and detonated over Hiroshima, Japan had an energy yield equivalent to that of 15,000 tons of TNT. The nuclear weapon (virtually identical to "Fat Man") exploded in a similar fashion August 9, 1945 over Nagaski, Japan had a yield of 21,000 tons of TNT. Both detonations were intended to end World War II as quickly as possible. Data on United States tests were obtained from, and verified by, the U.S. Department of Energy's three weapons laboratories -- Los Alamos National Laboratory, Los Alamos, New Mexico; Lawrence Livermore National Laboratory, Livermore, California; and Sandia National Laboratories, Albuquerque, New Mexico; and the Defense Threat Reduction Agency. Additionally, data were obtained from public announcements issued by the U.S. Atomic Energy Commission and its successors, the U.S. Energy Research and Development Administration, and the U.S. Department of Energy, respectively.

The resolution does allow for shipments of food and nonmilitary goods. As was the case with an earlier U.N. resolution, 1718, that was passed in October 2006 after North Korea's first nuclear test, Res. 1874 seeks to curb financial benefits that go to North Korea's regime and its weapons program. This latest provocation coming just weeks after they fired off three additional missiles during the G-20 summit in China. While U.S. and United Nations sanctions have undoubtedly hurt the North Korean economy, Kim Jong-un continues to willingly and belligerently defy U.N. Security Council resolutions as well as international norms. Clearly, he is not fazed by the Obama administration's so-called plan of strategic patience, and so continues with behavior that endangers the world. As good as the additional sanctions have been, without China's enforcement, it will never be enough. China prefers the status quo in North Korea rather than risk a flood of North Korean refugees and a shared border with the Korea-U.S. alliance. Time and again, North Korea has proven that, so long as it is able, it will continue to advance its nuclear program, for both internal domestic strength as well as international bargaining power. While the United States has shown a willingness to negotiate with North Korea when it takes even modest steps toward denuclearization, North Korea has shown no interest in maintaining international norms.

Strategy in the Second Nuclear Age assembles a group of distinguished scholars to grapple with the matter of how the United States, its allies, and its friends must size up the strategies, doctrines, and force structures currently taking shape if they are to design responses that reinforce deterrence amid vastly more complex strategic circumstances.
