In order to prepare the North Central Florida Region to rebound economically from future natural disasters and to aid in a more rapid recovery effort, funding was requested by the North Central Florida Regional Planning Council from the U.S. Department of Commerce, Economic Development Administration to conduct an economic and disaster resiliency study.

The study is based upon three research questions that examine spatial distribution of economic resilience in Florida cities, and examines the impact of disaster experience, and smart growth policies adopted by local governments on economic resilience. Based upon the bounce-forward approach (Cowell, 2013; Klein et al. 2003), economic resilience is defined using three dimensions-economic stability, economic equity, and economic diversity. The spatial analysis is conducted by mapping economic resilience scores across 780 Census Designated Places in Florida through standard deviation method of classification, and conducting cluster-outlier analysis. Results suggest difference in economic resilience within coastal and inland communities-with higher scores mostly situated inland. East Central Florida, Tampa Bay, and South Florida were identified as high economic resilience clusters, and Northwest Florida was identified as low resilience cluster. Impact of disaster experience, and smart growth policies on economic resilience was examined based upon logic of focusing events by Birkland (1997, 2010). Data was collected from the U.S. Census, the National Climatic Data Center, and the Energy Sustainable Florida Communities Survey conducted by Florida State University in 2009. Results suggest significant association between disaster experience of communities and their level of economic resilience, highlighting the importance of community learning in building capacity for resilience after disasters. The results also highlight the need of balancing mitigation and adaptation strategies. Mixed-use development policies, green building certification, and energy savings policies were found to have a significant positive impact on economic resilience.

Rather than buckling under the immense weight of the flood on a personal and community level, government, civic groups, and citizens began to immediately assess and address the event’s impacts. Why did the disaster in Minot lead to government and community resilience, whereas during Hurricane Katrina, the non-resilience of the government and community of New Orleans resulted in widespread devastation? This book seeks to answer that question by examining how local government institutions affect pre- and post-disaster community and business resilience. Utilizing both survey methods and interviews, Atkinson analyzes the disasters that occurred in New Orleans, Louisiana, Palm Beach County, Florida, and Minot, North Dakota. He argues that institutional culture within local government impacts not only the immediate outcomes experienced during response, but the long-term prognosis of recovery for a community outside the walls of city hall. Understanding tendencies within a community that lead to increased vulnerability of both individuals and businesses can lead to shifts in governmental/community priorities, and potentially to improved resilience in the face of hazard events. It is proposed that cross sector and interorganizational collaboration (i.e., network development and sustainability), information communication technology (ICT) utilization, and organizational capacity have a positive impact on disaster resiliency. Disaster resiliency is measured with a three dimensional metric which includes effectiveness of disaster response, effectiveness of disaster recovery, and adaptive capacities. A questionnaire was sent to organizations that are part of the emergency management system in 11 counties in Central Florida. These organizations were identified by each county's comprehensive emergency management plans. County emergency managers served as the liaison people to reach organizations. They distributed the questionnaire and sent reminders to participants. The study aimed to reach an entire population of 855 emergency management affiliated organizations. The survey had a 25.28% response rate. Structural equation modeling was used to determine the impact of interorganizational network development, interorganizational network sustainability, information communication technology utilization, and organizational capacity on community disaster resiliency.

Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Book excerpt: The 2012 National Research Council report Disaster Resilience: A National Imperative highlighted the challenges of increasing national resilience in the United States. One finding of the report was that "without numerical means of assessing resilience, it would be impossible to identify the priority needs for improvement, to monitor changes, to show that resilience had improved, or to compare the benefits of increasing resilience with the associated costs." Although measuring resilience is a challenge, metrics and indicators to evaluate progress, and the data necessary to establish the metric, are critical for helping communities to clarify and formalize what the concept of resilience means for them, and to support efforts to develop and prioritize resilience investments. One of the recommendations from the 2012 report stated that government entities at federal, state, and local levels and professional organizations should partner to help develop a framework for communities to adapt to their circumstances and begin to track their progress toward increasing resilience. To build upon this recommendation and begin to help communities formulate such a framework, the Resilient America Roundtable of the National Academies convened the workshop Measures of Community Resilience: From Lessons Learned to Lessons Applied on September 5, 2014 in Washington, D.C. The workshop's overarching objective was to begin to develop a framework of measures and indicators that could support community efforts to increase their resilience. The framework will be further developed through feedback and testing in pilot and other partner communities that are working with the Resilient America Roundtable. This report is a summary of the one-day workshop, which consisted of a keynote address and two panel sessions in the morning and afternoon breakout sessions that began the discussion on how to develop a framework of resilience measures.
