Book excerpt: This edition of the "Inter-American Yearbook on Human Rights," like the volumes that precede it, includes information concerning the activities of the Organization of American States in the promotion and protection of human rights. It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. Scholar, author, and attorney Ernst Fasan was among the original space lawyers, a small, pioneering group of visionaries who recognized that the movement of man into space must be accomplished without the shackles of history and in an environment free from the threat of the use of space as an instrument of armed aggression. The influence of Dr. Fasan has extended beyond the international legal community to the broader scientific community, especially to the field of astrobiology, as he pursued groundbreaking investigations into what could be the ultimate in legal relationships - metalaw - the interaction of sentient beings from different planets. Book excerpt: Combining biomedical, psychological, and anthropological approaches to intergenerational incestuous violence experienced by rural indigenous [and] peasant women in the Andean region, this book raises new questions surrounding humanness and the normalisation of sexual violence. Through original ethnographical research, the author analyses Andean understandings of incest, medical positivist practices, as well as the psychiatric ‘treatment’ of incestuous and gender-based violence. The book examines the implications that psychiatric institutionalisation within the context of interethnic, gender, and class schemes, has on what it means to be human. It also draws on a theoretical framework in order to understand how discourses shape, and are simultaneously problematized by individual experiences of sexual violence and incest. Intergenerational incestuous violence against women is not necessarily an exceptional event, but can be an ordinary process, one where through the articulation of biomedical and indigenous medicine, as well as indigenous and mestizo forms of administration of political power, women as subjects can become possible. This book will appeal to scholars and students with an interest in gender-based violence, as well as mental-health practitioners and academics in Latin American studies, anthropology, gender studies, and sociology.
