The work highlights the research efforts of the four Centers and their investigations of a variety of issues including those related to ecosystem and wildlife management, the revitalization resource dependent communities, the emergence of new climate-born diseases and the development of adequate modeling techniques to assist northern communities in their efforts at adaptation and resilience building. Major discoveries and insights arising from these and other efforts are detailed and possible policy implications considered. The book also focuses attention on the challenges of creating and supporting multidisciplinary teams of researchers to investigate such concerns and the methods and means for facilitating their collaboration and the integration of their findings to form new and useful perspectives on the nature of change in the contemporary Arctic. It also provides helpful consideration and examples of how local and indigenous communities can be engaged in the co-production of knowledge regarding the region. The volume discusses how such research findings can be best communicated and shared between scientists, policymakers and northern residents. It considers the challenges of building common concern not just among different research disciplines but also between bureaucracies and the public. Only when this bridge-building effort is undertaken can true pathways to action be established.

Book excerpt: The goals of the second volume of the AHDR – Arctic Human Development Report: Regional Processes and Global Linkages – are to provide an update to the first AHDR (2004) in terms of an assessment of the state of Arctic human development; to highlight the major trends and changes unfolding related to the various issues and thematic areas of human development in the Arctic over the past decade; and, based on this assessment, to identify policy relevant conclusions and key gaps in knowledge, new and emerging Arctic success stories. The production of AHDR-II on the tenth anniversary of the first AHDR makes it possible to move beyond the baseline assessment to make valuable comparisons and contrasts across a decade of persistent and rapid change in the North. It addresses critical issues and emerging challenges in Arctic living conditions, quality of life in the North, global change impacts and adaptation, and Indigenous livelihoods. The assessment contributes to our understanding of the interplay and consequences of physical and social change processes affecting Arctic residents’ quality of life, at both the regional and global scales. It shows that the Arctic is not a homogenous region. Impacts of globalization and environmental change differ within and between regions, between Indigenous and non-Indigenous northerners, between genders and along other axes.

Global climate change has had a huge impact on both the natural environment and the people who live in the Arctic. Glaciers and sea ice are melting due to rising average temperatures, making natural resources more easily accessible. This has consequences – good and bad – for people, society and nature, and also provides new opportunities. New shipping routes and new technology make it possible to extract natural resources from the harsh Arctic terrain and help meet the growing global demand for energy. The Nordic countries would like this potential to be exploited in a manner respectful of the unique and vulnerable Artic nature and environment. It is also important to safeguard the way of life of the Arctic people and provide them with opportunities via a sustainable economic model and the development of a modern welfare state designed to benefit the population as a whole. Since 1996, the Nordic Council of Ministers’ Arctic Co-operation Programme has given rise to several hundred projects, artistic activities and political initiatives on topics ranging from climate change, nature, the environment and sustainable development to health, culture and skills enhancement. These initiatives share one common goal: sustainable development that respects nature and looks after the welfare of the Arctic people. The Arctic Co-operation Programme supplements other Nordic Council of Ministers’ programmes, strategies and initiatives that address issues relevant to the Arctic.

Book excerpt: In 2015, it will be Denmark’s turn to hold the Presidency of the Nordic Council of Ministers and lead the way in this important form of collaboration, which for many decades has served to nurture and enhance the strong sense of affinity between our nations. The people of the Nordic Region have close ties as a result of their shared history and values, on the basis of which a partnership has evolved that serves as a rich source of mutual inspiration and support. It has also given rise to ways of working together that provide relevant and topical answers to the challenges that we all face. One example of this is the long-standing commitment to promoting crossborder freedom of movement between our countries, which is crucial if Nordic companies and ordinary people are to reap the benefits of our geographical proximity, shared attitudes and sense of cultural affinity. This will continue to be a key component of Nordic co-operation. Nordic co-operation has celebrated many successes over the years, but we mustn’t rest on our laurels. It is crucial that we continue to generate real added value and come up with tangible solutions to new challenges as they arise. This is particularly important as we start to recover from the global economic crisis, which had a major impact on our countries. The crisis forced us to make a series of difficult decisions – not least in order to protect the Nordic welfare systems. The latter may well have proved robust but have not emerged unscathed. In the next few years, it will be of paramount importance that that we put the crisis behind us for good and cement the foundations of a society that will remain dynamic and innovative. We need to keep creating opportunities for those able to take advantage of them, and provide a safety net for those who find it difficult to cope on their own. The Danish Presidency will concentrate on four themes designed to strengthen and focus the Nordic partnership. We will turn the spotlight on growth and employment; we will uphold Nordic welfare; we will enhance knowledge of Nordic values by bolstering the Nordic “brand”; and we will focus on the Arctic. We look forward to a close and rewarding partnership with our Nordicneighbours and friends throughout 2015.
