Twilight Policing is an ethnographic study of the daily policing practices of armed response officers—a specific type of private security officer—and their interactions with citizens and the state police in Durban, South Africa. This book shows how their policing practices simultaneously undermine and support the state, resulting in actions that are neither public nor private, but something in between, something "twilight." Their performances of security are also punitive, disciplinary, and exclusionary, and they work to reinforce post-apartheid racial and economic inequalities. Ultimately, Twilight Policing helps to illuminate how citizens survive volatile conditions and to whom they assign the authority to guide them in the process.

Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. Given the aim of the book and the contributors’ own research on issues of policing across the globe, it discusses themes including but not limited to the colonial legacies and their impact on policing; how plural regulatory systems and partnerships are navigated by the police; the linkages between access to justice, community perceptions, and police legitimacy; innovations and challenges in organisational reform, crime prevention, and community partnerships; and the expanding roles of police organisations in the Global South.
