Guidelines are presented for selecting options for use of NDE and for assessing the potential to meet design requirements (critical flaw detection requirements). Guidelines for demonstration of specific NDE process capabilities are also presented. Following a 65 page text (7 chapters) describing various aspects of NDE capabilities quantification, probability of detection (POD), and damage tolerance concepts, 423 POD curves are organized and presented in a series of Appendices organized by NDE method. A documentation page precedes each dataset and provides a condensed description of the test object, test artifact and data collection conditions follow the documentation page. POD data are generally presented as a function of crack length. For selected datasets, POD data are also presented as a function of crack depth and crack depth-to-thickness ratio. POD curves are based on hit/miss data using the log-logistic model. Original reference source information is provided for each dataset.

The 1991 Review of Progress in QNDE was attended by approximately 450 participants from the US and many foreign countries who presented over 360 papers. Divided into 36 sessions, with as many as four sessions running concurrently, the meeting covered all phases of NDE development from basic research to engineering applications and all methods of inspection science from acoustics to x-rays. Over the past ten years, the participants of the Review have seen it grow into one of the largest and most significant gatherings of NDE researchers and engineers anywhere in the world. By sharing their work at this conference, they deserve much credit for its success.

Since NDE has been so actively applied in the aerospace industry most of the application examples discussed are related to aerospace structures: however the basic ideas apply to any structure containing fracture critical components. The introduction discusses the relationship of fracture mechanics and quantitative NDE. The present practice of NDE, including military specifications, airplane inspection manuals, and inspector training are discussed next. The 'big five' methods of NDE -- liquid penetrant, magnetic particle, ultrasonic inspection, eddy current, and radiography -- are introduced as well as certain advanced inspection methods -- methods still undergoing development. The state-of-the-art, the sensitivity and reliability, of various methods along with the statistical analysis for determining flaw detection probability and confidence levels is presented. Excerpts from two actual airplane inspection manuals are included in the appendix to illustrate the degree to which instructions to inspectors are detailed and specified.
