Book excerpt: The U.S. government has made safeguarding of weapons-grade plutonium and highly enriched uranium an international policy priority, and convened The 2010 Nuclear Security Summit in Washington, D.C., on April 12 and 13, 2010. Forty six governments sent delegations to the summit and twenty nine of them made national commitments to support nuclear security. During the Summit, India announced its commitment to establish a Global Centre for Nuclear Energy Partnership. The Centre is to be open to international participation through academic0 exchanges, training, and research and development efforts. India-United States Cooperation on Global Security is the summary of a workshop held by the U.S. National Academy of Sciences (NAS) together with its partner of more than 15 years, the National Institute for Advanced Studies (NIAS) in Bangalore, India. The workshop identified and examined potential areas for substantive scientific and technical cooperation between the two countries on issues related to nuclear material security. Technical experts from India and the United States focused on topics of nuclear material security and promising opportunities for India and the United States to learn from each other and cooperate. This report discusses nuclear materials management issues such as nuclear materials accounting, cyber security, physical security, and nuclear forensics.

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

This final report addresses the remaining issues and echoes the recommendations from the interim study.

The consequences of the Fukushima Daiichi nuclear accident in March 2011 have fuelled the debate on nuclear safety: while there were no casualties due to radiation, there was substantial damage to local communities. The lack of common understanding of the basics of environmental and radiological sciences has made it difficult for stakeholders to develop effective strategies to accelerate recovery, and this is compounded by a lack of effective decision-making due to the eroded public trust in the government and operators. Recognizing that making a society resilient and achieving higher levels of safety relies on public participation in and feedback on decision-making, the book focuses on risk perception and mitigation in its discussion of the development of resilient communities. These three methodologies are employed by Member States to defend against external threats, internal threats and both State actors and non-State actors. This publication offers guidance for implementing NMAC measures for nuclear security at the nuclear facility level. It focuses on measures to mitigate the risk posed by insider threats and describes elements of a programme that can be implemented at a nuclear facility in coordination with the physical protection system for the purpose of deterring and detecting unauthorized removal of nuclear material.
