The opening of more and more economies worldwide to foreign capital and international trade leads us to the question if any economy could still exist as an autarkic market without sacrificing prosperity. Expanding into foreign markets does not simply mean for a firm to benefit from growth opportunities, it also implies accepting the challenge to compete with firms in a completely diverse country. As regards the specific case of Energy firms, we have to consider that these kinds of industries differ significantly from other sectors of the economy. Taking this into consideration, it is crucial for us to analyze the differing corporate strategies of these firms in order to figure out the decisive underlying values, processes and aims. Despite the fact that the choice of the suitable entry mode is one of the most frequent empirically analyzed topics in International Business, it is often not possible to follow exactly a theoretical Internationalization theory. Firms rather combine different approaches in order to figure out an individual strategy – most suitable for the corporation. This thesis will analyze how Energy companies find out this perfect approach, which criteria they take into account, how these criteria are ranked according to the individual importance and in general, what motives exist for expanding abroad. Furthermore, the author will analyze the development of energy firms in the past as well as current and future trends by drawing comparisons with other companies in the extractive industry.

These distortions present considerable obstacles to the development of true partnership. At the core of the conflict is a struggle for resource rents between energy producing, energy consuming and transit countries. Supposed secondary aspects, however, are also of great importance. They comprise of geopolitics, market access, economic development and state sovereignty. The European Union, having engaged in energy market liberalisation, faces a widening gap between declining domestic resources and continuously growing energy demand. Diverse interests inside the EU prevent the definition of a coherent and respected energy policy. Russia, for its part, is no longer willing to subsidise its neighbouring economies by cheap energy exports. The Russian government engages in assertive policies pursuing Russian interests. In so far, it opts for a different globalisation approach, refusing the role of mere energy exporter. In view of the intensifying struggle for global resources, Russia, with its large energy potential, appears to be a very favourable option for European energy supplies, if not the best one. However, several outcomes of the strategic game between the two partners can be imagined. Engaging in non-cooperative strategies will in the end leave all stakeholders worse-off. The European Union should therefore concentrate on securing its partnership with Russia instead of damaging it. Stable cooperation would need the acceptance that the partner may pursue his own goals, which might be different from one’s own interests. The question is, how can a sustainable compromise be found? This thesis finds that a mix of continued dialogue, a tit for tat approach bolstered by an international institutional framework and increased integration efforts appears as a preferable solution.

Traditional restraints of geographical limitations on energy companies have been partly removed: the diversity at national regulatory and company level means that the European scene is one of a multiplicity of strategic configurations and developments, whilst also being complex and segmented.This book highlights the strategic and regulatory challenges of European deregulation, with its main focus being on the business strategies within the emerging de-regulated electricity markets; various regulatory implications which are being raised in this new climate are discussed. Some of the central strategic issues facing the electricity industry in its new competitive context are explored and reviewed, with classical themes debated as a prelude to the following empirical investigation of actual business strategies pursued by the electricity and energy industries.The main section of this work consists of 7 national case studies of business strategies which also include one North and one South American case. These were considered important inclusions as the North American companies are large investors in the European market, whilst the European companies invest in the South American market. The final chapter is a comparison and summary of the national patterns of market structures, business strategies and regulatory styles with a brief look at some challenges to be faced in future.

Development of energy markers is accompanied by deregulation, that is, the decrease of the degree of state regulation and the development of market mechanisms. Effective competition on the market reduces the need for external regulation, mainly due to the fact that it relies on the self-regulatory mechanism that excludes of surplus income. Competition forces EU companies to reduce costs, stimulates innovation and development. The processes of liberalization and deregulation of energy markets are not the same in different countries. As noted in the European Strategy of Sustainable, Competitive and Safe Energy (2006), Europe has not yet created fully competitive domestic energy markets. We made the conclusion that the effective legislative and regulatory framework should be developed, adopted and implemented in order to create effective energy market.

This aspiration was very much in line with an international political economy driven by the neo-liberal (Washington) consensus. The central challenge for the EU is that the energy world has changed, while the EU has not. The rise of Asian energy consumers (China and India), more assertive energy producers (Russia), and the threat of climate change have securitized the IPE of energy, and turned it more 'realist'. The main research question is therefore: 'What does a liberal actor do in a realist world?' The overall answer as far as the EU is concerned is that it approaches energy challenges as a problem of market failure: imperfect competition on the supply side; inadequate supply of public goods on the demand side and in terms of infrastructure; and large externalities that arise both from non-energy events and from large-scale consumption of fossil fuels. A Liberal Actor in a Realist World assesses the changing nature of the global political economy of energy and the European Union's response, and the external dimension of the regulatory state. The book concludes that the EU's soft power has a hard edge, which is derived primarily from its regulatory power. This works best when it targets companies rather than governments, and it is more effective in the 'Near Abroad' than at the global level. This makes the EU emerge an actor in its own right in the global political economy of energy - a 'Regulatory Power Europe'.

Book excerpt: While a sustainable energy strategy is needed in South East Europe, such a strategy should pay attention to the specific context of the region (i.e. post-conflict era, recent market liberalisation and corruption). The EU and South-East Europe countries share similar interests (i.e. energy security), yet their perception is to some extent different. For the South East Europe region, national energy security is a priority. EU conditionality (which translates into copy-pasting EU directives) is seen as not very efficient. Key challenges in EU-South East Europe cooperation also include the implementation of approximated legislation at a national level and the prioritisation based on regional criteria. The Energy Community Treaty could be used as a means to change the entire energy sector in the region; however this requires serious supporting policies. In particular, a strong rule of law approach (e.g. flanking measures in respect of antitrust and public procurement) is necessary to develop investments and build new infrastructures in the region.
