However, the extent to which this is affecting off-farm income and labor markets in rural areas is not well understood. Based on a large-scale household survey in high potential agricultural areas, we find that total off-farm income (defined as wage and enterprise income) makes up 18 percent of total rural income. Wage income in both the agricultural and non-agricultural sectors accounts for 10 percent of total household income, equating in importance to livestock income. We show off-farm income and wage income to be relatively more important for the poor and female and youth-headed households. We further find that real rural wages increased by 54 percent over the last decade, mostly driven by high agricultural growth. While this wage increase is good news for the poor, it also induces adjustments in agricultural production practices, including increased adoption of labor-substituting technologies such as herbicides and mechanization. However, it also relaxes liquidity constraints in the off-season for some households, consequently leading to higher productivity.

They examine the varied scale, structure, and composition of the rural nonfarm economy, as well as its relationship with agricultural and urban enterprises. Book excerpt: This paper examines labor diversification in Ethiopia, focusing on youth, and explores current conditions that youth face in both the agricultural and non-farm labor markets. Using data from the Ethiopia Socioeconomic Survey (ESS) and the National Labor Force Survey (NLFS), we explore current trends in labor diversification, along with youth non-farm engagement in rural and small towns. We find that youth (ages 25 to 34 years) have a greater probability of working in non-farm enterprises compared to mature individuals (age 35-64). However, wage labor opportunities remain scant in rural Ethiopia. The majority of individuals working in non-farm employment are engaged in small-scale trade activities.

Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

Book excerpt: "The author examines, taking into account the urban-rural divides, the changes and welfare implications of income diversification in Zimbabwe following macroeconomic policy changes and droughts of the early 1990s. Data from two comparable national income, consumption and expenditure surveys in 1990-91 and 1995-96, which straddled a period of economic volatility and natural disasters, show that the percentage of households earning income from private and informal sources grew considerably, while that from government and formal sources declined in the aftermath of the drought and policy changes. The author finds that, in general, rural households tend to have a more diversified portfolio of income compared with their urban counterparts, and the degree of diversification decreases with the level of urbanization. However, there are important differences in the level of diversification within the rural and urban areas depending on wealth: While the relatively better-off households have a more diversified income base in rural areas, it is the poor who pursue multiple income sources in urban areas. A decomposition of changes in welfare indicates that the total contribution of income diversification is large and increased between 1990-91 and 1995-96 in both urban and rural areas. On the other hand, there were significant declines in returns to human and physical capital assets during the same period. The findings suggest that households with a more diversified income base are better able to withstand the unfavorable impacts of the policy and weather shocks. The fact that relatively better-off households have a more diversified income base following the shocks implies that the poor are more vulnerable to economic changes unaccompanied by well-designed safety nets. Book excerpt: We analyze the evolution of crop and livestock producer prices and wages of unskilled laborers in Ethiopia between January 2014 and January 2017 to evaluate the effect of El Niño triggered droughts – which started in 2015 – that massively impacted parts of the country. The analyses reveal no evidence of widespread adverse price effects of the drought in cereal and labor markets. Real prices of major cereals were lower in January 2017 compared to three years earlier, especially for maize, sorghum, and wheat – the crops that are the major source of calories in areas that were most hit by drought. The decline in the cost of cereals in the food basket in January 2017 compared to three years earlier was estimated at 13.3 percent at the national level. Moreover, this decline in cereal costs was highest in areas most affected by the drought, possibly indicating the effect of major cereal imports and food aid directed to these areas. Considering crop and livestock prices jointly, the analysis reveals that livestock-cereal terms of trade improved. This is mainly due to the fact that although livestock prices declined during this period, as is usually seen in droughts, this decline was less than the decline in prices of cereals in such areas. The fluctuating behavior of cereal prices since January 2015 strikingly contrasts with the El Niño triggered major drought during 1997/98 in Ethiopia. During that period, cereal production declined by 25 percent compared to the year before, with significant increases in the real price of cereals, ranging between 15 and 45 percent. In contrast, in 2016 real cereal prices declined, which appears consistent with the relatively larger cereal imports and lower impacts of the drought on national cereal production in 2015/16.
