His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Corwin called "an invitation to struggle." Smist argues that congressional intelligence-oversight committees--such as Senator Church's 1975-76 committee--can, by taking up this struggle, not only handle sensitive information responsibly but help shape rational foreign policy. When Congress is shut out of the intelligence process-as in President Carter's abortive Iran rescue mission and Reagan's Iran-Contra affair-the results can be catastrophic. Smist's detailed analysis of congressional oversight of U.S. intelligence from Pearl Harbor through Iran-Contra is based largely on his interviews with participants, including senators, representatives, and executive-branch officials. The analysis is informed by Smist's dialectical model of "institutional" (conservative, supportive) versus "investigative" (radical, questioning) oversight, which allows him to uncover the frequently obscured historical value of previous Senate and House investigative committees. For example, the Pike committee, 1975-76, even though its final report was suppressed by the House, was able to elicit then Secretary of State Kissinger's admission of presidential control over covert actions, thus shattering the doctrine of "plausible deniability." In response to this demand, the CIA and DoD instituted policy and organizational changes that altered their relationship with one another. While debates over the future of the Intelligence Community were occurring on Capitol Hill, the CIA and DoD were expanding their relationship in peacekeeping and nation-building operations in Somalia and the Balkans. By the late 1990s, some policy makers and national security professionals became concerned that intelligence support to military operations had gone too far. In Subordinating Intelligence: The DoD/CIA Post–Cold War Relationship, David P. Oakley reveals that, despite these concerns, no major changes to national intelligence or its priorities were implemented. These concerns were forgotten after 9/11, as the United States fought two wars and policy makers increasingly focused on tactical and operational actions. As policy makers became fixated with terrorism and the United States fought in Iraq and Afghanistan, the CIA directed a significant amount of its resources toward global counterterrorism efforts and in support of military operations.
