Book Improving the Use of the Best Scientific Information Available Standard in Fisheries Management

Download or read book Improving the Use of the Best Scientific Information Available Standard in Fisheries Management written by National Research Council and published by National Academies Press. This book was released on 2004-09-03 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: Under the Magnuson-Stevens Fisheries Conservation and Management Act (FCMA), managers are required to use the "best scientific information available" in the preparation of federal fishery management plans (National Standard 2 in the FCMA). However, the Act provides no further guidance as to how conformance to this standard should be determined. Because adherence to this standard has often been contentious, Congress has considered adding a definition for what constitutes "best scientific information available" in the reauthorization of the FCMA. This report examines both the current application and the controversy over the standard and concludes that a legislative definition would be too inflexible to accommodate regional differences and future advances in science and technology. Instead, the report recommends that NOAA Fisheries adopt procedural guidelines to ensure that the scientific information used in the development of fishery management plans is relevant and timely and is the product of processes characterized by inclusiveness, transparency and openness, timeliness, and peer review.

Book Data and Management Strategies for Recreational Fisheries with Annual Catch Limits

Download or read book Data and Management Strategies for Recreational Fisheries with Annual Catch Limits written by National Academies of Sciences Engineering and Medicine and published by . This book was released on 2022-04-21 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Marine recreational fishing is a popular activity enjoyed by more than 9 million Americans annually and is a driver of the American ocean-or blue-economy. To ensure that fish populations are not overexploited, the NOAA Fisheries' Marine Recreational Information Program (MRIP) monitors recreational catch through a variety of in-person, telephone, mail-in, and other surveys. NOAA Fisheries' management of recreational catch also must take into account annual catch limits (ACLs) established to prevent overfishing for all managed species in federal waters. While MRIP has worked to improve recreational catch surveys over the past decade, the surveys were never designed to meet the demands of in-season management of ACLs. In some cases, estimates of harvest have triggered accountability measures such as early season closures and reductions in future recreational ACLs, which have been a source of contention with the recreational fishing community. This report presents approaches for optimizing MRIP data and complementary data for in-season management and considers alternatives for managing recreational fisheries with ACLs to better serve both social and economic management objectives.

Book The Use of Limited Access Privilege Programs in Mixed Use Fisheries

Download or read book The Use of Limited Access Privilege Programs in Mixed Use Fisheries written by National Academies of Sciences Engineering and Medicine and published by . This book was released on 2022-05-05 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: A central goal of U.S. fisheries management is to control the exploitation of fish populations so that fisheries remain biologically productive, economically valuable, and socially equitable. Although the Magnuson-Stevens Fishery Conservation and Management Act led to many improvements, a number of fish populations remained overfished and some fisheries were considered economically inefficient. In response, Congress amended the Act in 2006 to allow additional management approaches, including Limited Access Privilege Programs (LAPPs) in which individuals receive a permit to harvest a defined portion of the total allowable catch for a particular fish stock. This report examines the impacts of LAPPs on mixed-use fisheries, defined as fisheries where recreational, charter, and commercial fishing sectors target the same species or stocks. The report offers recommendations for NOAA's National Marine Fisheries Service (NMFS) and the Regional Fishery Management Councils (the Councils) who oversee and manage federally regulated fisheries. For each of the five mixed-use fisheries included in the report, the committee examined available fisheries data and analyses and collected testimony from fishery participants, relevant Councils, and NMFS regional experts through a series of public meetings.

Book The Great Gulf

    Book Details:
  • Author : David Dobbs
  • Publisher : Island Press
  • Release : 2000-10
  • ISBN : 9781597262026
  • Pages : 230 pages

Download or read book The Great Gulf written by David Dobbs and published by Island Press. This book was released on 2000-10 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: For hundreds of years, the New England cod fishery was one of the most productive in the world, with higher average annual landings than any comparable ocean area. But in the late 1980s, fish catches dropped precipitously, as the cod, flounder, and other species that had long dominated the region seemed to lose their ability to recover from the massive annual harvests. Even today, with fishing sharply restricted, populations have not recovered. Largely overlooked in this disaster is the intriguing human and scientific puzzle that lies at its heart: an anguished, seemingly inexplicable conflict between government scientists and fishermen over how fish populations are assessed, which has led to bitter disputes and has crippled efforts to agree on catch restrictions. In The Great Gulf, author David Dobbs offers a fascinating and compelling look at both sides of the conflict. With great immediacy, he describes the history of the fisheries science in this most studied of oceans, and takes the reader on a series of forays over the Gulf of Maine and Georges Bank on both fishing boats and research vessels. He introduces us to the challenges facing John Galbraith, Linda Despres, and Jay Burnett, passionate and dedicated scientists with the National Marine Fisheries Service who spend countless hours working to determine how many fish there really are, and to the dilemma of Dave Goethel, a whipsmart, conscientious fisherman with 20 years's experience who struggles to understand the complex world he works in while maintaining his livelihood in an age of increasing regulation. Dobbs paints the New England fishery problem in its full human and natural complexity, vividly portraying the vitality of an uncontrollable, ultimately unknowable sea and its strange, frightening, and beautiful creatures on the one hand, and on the other, the smart, irrepressible, unpredictable people who work there with great joy and humor, refusing to surrender to the many reasons for despair or cynicism. For anyone who read Cod or The Perfect Storm, this book offers the next chapter of the story -- how today's fishers and fisheries scientists are grappling with the collapse of this fishery and trying to chart, amid uncertain waters, a course towards its restoration.

Book Ecosystem Based Fisheries Management

Download or read book Ecosystem Based Fisheries Management written by Jason S. Link and published by Oxford University Press. This book was released on 2022-01-25 with total page 713 pages. Available in PDF, EPUB and Kindle. Book excerpt: "By examining a suite of over 90 indicators for nine major U.S. fishery ecosystem jurisdictions, Link and Marshak systematically track the progress the U.S. has made toward advancing ecosystem-based fisheries management (EBFM) and making it an operational reality. Covering a range of socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria, they evaluate progress toward EBFM in the U.S., covering a wide range of longitude, latitude, and parts of major ocean basins, representing over 10% of the world’s ocean surface area. They view progress toward the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight lessons learned from a national perspective. Although US-centric, the lessons learned are applicable for all parts of the global ocean. Though much work remains, significant progress has been made to better address many of the challenges facing the sustainable management of our living marine resources"--Publisher's description.

Book Improving Fish Stock Assessments

Download or read book Improving Fish Stock Assessments written by Committee on Fish Stock Assessment Methods and published by National Academies Press. This book was released on 1998-03-13 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ocean harvests have plateaued worldwide and many important commercial stocks have been depleted. This has caused great concern among scientists, fishery managers, the fishing community, and the public. This book evaluates the major models used for estimating the size and structure of marine fish populations (stock assessments) and changes in populations over time. It demonstrates how problems that may occur in fisheries data--for example underreporting or changes in the likelihood that fish can be caught with a given type of gear--can seriously degrade the quality of stock assessments. The volume makes recommendations for means to improve stock assessments and their use in fishery management.

Book Science and Its Role in the National Marine Fisheries Service

Download or read book Science and Its Role in the National Marine Fisheries Service written by National Research Council and published by National Academies Press. This book was released on 2002-07-31 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: NMFS has a difficult and complex task in managing U.S. marine fisheries. Despite some successes, too many stocks continue to decline. Over the past decade, several problems have been identified that have contributed to the current dissatisfaction with how marine fisheries are managed. This dissatisfaction is evident from the large number of lawsuits filed by the fishing industry and environmental organizations. One central problem is overfishing. Overfishing issues have been discussed in a series of NRC reports, and these reports identify overcapitalization, and technological and gear improvements as some of the causes. The reports recommend ways to stem these problems and to advance the practice of fishery science at NMFS. This report reiterates some of these recommendations, and makes new recommendations to enhance the use of data and science for fisheries management.
