Book excerpt: Although there has been a lot written about how counter-terrorism laws impact on human rights and civil liberties, most of this work has focussed on the most obvious or egregious kinds of human rights abrogation, such as extended detention, torture, and extraordinary rendition. Far less has been written about the complex ways in which Western governments have placed new and far-reaching limitations on freedom of speech in this context since 9/11. This book compares three liberal democracies - the United States, the United Kingdom and Australia, in particular showing the commonalities and similarities in what has occurred in each country, and the changes in the appropriate parameters of freedom of speech in the counter-terrorism context since 9/11, achieved both in policy change and the justification for that change. In all three countries much speech has been criminalized in ways that were considered anachronistic, or inappropriate, in comparable policy areas prior to 9/11. This is particularly interesting because other works have suggested that the United States' unique protection of freedom of speech in the First Amendment has prevented speech being limited in that country in ways that have been pursued in others. This book shows that this kind of argument misses the detail of the policy change that has occurred, and privileges a textual reading over a more comprehensive policy-based understanding of the changes that have occurred. The author argues that we are now living a new-normal for freedom of speech, within which restrictions on speech that once would have been considered aberrant, overreaching, and impermissible are now considered ordinary, necessary, and justified as long as they occur in the counter-terrorism context. This change is persistent, and it has far reaching implications for the future of this foundational freedom.

Book excerpt: At the start of this Parliament, the Minister for the Cabinet Office indicated the ten-yearly census should be axed and the 2011 census should be the last. But in this report the Public Administration Select Committee urges the government not to scrap the 2021 census. Good figures on the people in the country are of fundamental importance to the statistical system, policy makers and society more widely, and the ten-yearly census gives detailed information on small areas. This report follows the National Statistician's announcement in March 2014 that she recommends that Government keep the Census in 2021, but that it should be conducted largely online, and that the Government should make much greater use of the data which it already holds in order to improve the accuracy of population estimates. The Committee supports the recommendation from the National Statistician, but urges the Office for National Statistics to do much more to make the best use of the data which the Government already collects, for example through the Department for Work and Pensions, HM Revenue and Customs and the Department of Health. The Committee says that the Office for National Statistics' work on the future of the Census has, to date, been limited, and recommends that the Office for National Statistics now sets out a much more ambitious vision for the use of this data to provide rich and valuable population statistics.

The Committee expresses serious concerns about incentives in the exam system and about competition on syllabus content. Incentives in the system should be changed so the downward pressure through the competition of exam boards is mitigated. The Committee considers a number of options to change incentives, including: (i) A single board. This offers a simpler system, with no risk of competition, but the Committee believes the cost, risk and disruption outweigh the benefits; (ii) Franchising of subjects to exam boards. This removes syllabus competition, but again has downsides; (3) Or the current system of multiple boards. The Committee sees no benefit in competition on syllabus content, but the setting and marking of exams and associated administration, if properly regulated, could generate incentives and drive quality up, offering value for money to schools and colleges.The Committee also recommends the development of national syllabuses, accredited by Ofqual. The syllabuses would be developed by exam boards in conjunction with learned bodies and employer organisations and could therefore retain the benefits of competition on quality and the incentive for exam boards to innovate.

Yet, several countries also use surprisingly "soft" methods to deal with the rising problem of homegrown extremism--from debate training and sports competitions to citizenship education and information campaigns. Given the violent aims of homegrown extremists, why do states opt for this softer approach? In Hold Your Friends Close, Sarah Logan provides the first exploration of counter-radicalization policy and homegrown extremism through a theoretical and historical lens. Logan contends that unlike traditional counterterrorism, counter-radicalization is generally informed by ideals of citizenship and allegiance to the state as a panacea for the violence of homegrown extremism. Because the radicals these policies target are not loyal to their own state, but rather to the idea of a non-state based political or religious community, winning them back to their "home" state is the primary aim of counter-radicalization efforts. While there are some basic similarities in approach across countries, there are important divergences too. Logan argues that this stems from different ideas about the nature of citizenship and national belonging. To that end, Logan compares the different approaches of the UK and US, showing how they differ in important ways despite a basic focus on solidifying the target subject's allegiance to their home state. Stroke is one of the top three causes of death and the largest cause of adult disability in England, costing the NHS at least £3 billion a year in direct care costs, with wider economic costs of around £8 billion. A 2006 report (HCP 911, session 2005-06, ISBN 9780215029683) highlighted serious shortcomings across the whole stroke care pathway. The Committee welcomes demonstrable improvements in stroke care which the Department of Health has achieved since. The Department and NHS have increased the priority given to stroke, particularly the speed of the acute hospital response. However, improvements have not been universal. The Committee finds it totally unacceptable that the likelihood of receiving a timely brain scan or accessing specialist care is dependent on where and when you have a stroke. Also the improvements in hospital care are not yet matched by progress in delivering more effective support once stroke survivors leave hospital with many patients discharged from hospital continuing to struggle to obtain follow-up care and access to community rehabilitation services remains a post-code lottery. The Committee has set out a number of conclusions and recommendations.

Book excerpt: This report into the implementation of the Charities Act 2006 finds the Charity Commission being asked to do too much, with too little. The charitable sector is at the heart of UK society, involving millions of people and £9.3 billion received in donations in 2011/2012. Around 25 new applications for charitable status are received by the Charity Commission every working day. Among the reports findings are: one of the keys tests set by the Charities Act 2006 for determining charitable status-the public benefit test-is critically flawed; the Government should revise the statutory objectives for the Charity Commission, to allow the Commission to focus its limited resources on regulating the sector; the proposal to increase the financial threshold for compulsory registration of a charity with the Charity Commission should be rejected; charities should publish their spending on campaigning and political activity. PASC criticises the way the Charity Commission has interpreted public benefit under the Act. The Committee also considered the impact of face-to-face fundraising, or "chugging"-on the street or on the doorstep-and warns that self-regulation has failed so far to generate the level of public confidence which is essential to maintain the reputation of the charitable sector. The evidence was clear that the regulation of fundraising remains a concern for many members of the public. Two in three people have reported feeling uncomfortable as a result of the fundraising methods used by some charities.
